7.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> April 25, 2016 <br /> SUBJECT <br /> Annual Action Plan for the Community Development Block Grant (CDBG) and HOME <br /> Investment Partnership (HOME) Programs — Fiscal Year 2016-2017 (FY16/17) <br /> RECOMMENDATION <br /> 1.By motion, adopt a resolution to approve the FY16/17 Annual Action Plan (Action <br /> Plan) and authorize the City Manager to execute and file documents related to the <br /> Action Plan for submittal to the U.S. Department of Housing and Urban Development <br /> (HUD) <br /> 2. By motion, authorize the City Manager to execute funding agreements with <br /> organizations identified in the Action Plan after FY16/17 HUD grant agreements for <br /> CDBG and HOME funds are received <br /> BACKGROUND <br /> Consolidated Plan /Annual Action Plan <br /> As a condition of receiving federal funds from the Department of Housing and Urban <br /> Development (HUD) the City must prepare, adopt and submit a five year Consolidated <br /> Plan (Plan) to HUD. The Plan is a strategic policy document that identifies priorities and <br /> strategies for meeting the needs of low-income community members. The process for <br /> preparing the Plan involves assessing the needs of the community with stakeholders <br /> and establishing priorities and strategies for the use of the federal funding resources. <br /> The Plan consists of three major components: a Community Needs Assessment; the <br /> five year Priority Needs and Strategies; and an Annual Action Plan that identifies the <br /> programs and activities to be funded with Community Development Block Grant <br /> (CDBG) and Home Investment Partnership Program (HOME) funds each year of the <br /> five-year plan. <br /> ANALYSIS <br /> HUD allocated $678,897 of CDBG and $212,310 of HOME entitlement grant funds to <br /> the City for FY16/17. These funds can be used for affordable housing development and <br /> preservation, homelessness prevention, human service programs, capital improvements <br /> for neighborhood facilities, and economic development activities. The City will be able to <br /> spend these funds to meet the needs of low-income residents. On March 8, 2016, the <br /> Housing and Human Concerns Committee (HHCC) made funding recommendations for <br /> activities that will meet the Consolidated Plan five year strategic planning performance <br />
