7.A. - Page 2 <br /> outcomes and objectives. The funding recommendations for the Action Plan were based <br /> on the FY16/17 HUD grant allocations for CDBG and HOME and an estimated <br /> $275,000 of fiscal year 2015-2016 CDBG program income primarily from the City's <br /> Home Improvement Loan Program (single and multi-family housing rehabilitation) <br /> revolving loan funds for a total of $1,166,207 in federal revenue. <br /> Approval of the Action Plan with the funding recommendations made by the HHCC will <br /> provide funding for programs and activities to be carried out by nonprofit organizations <br /> and the City. The programs and activities as detailed in Attachment 2 (FY16/17 Action <br /> Plan Budget) will provide affordable housing development, housing preservation, <br /> programs for homeless prevention, human services, fair housing and economic <br /> development. <br /> ALTERNATIVES <br /> Council could comment on the proposed priorities and direct modifications with the <br /> understanding that the revisions apply to the funding allocation process for FY16/17 <br /> only. If substantial changes are recommended by the City Council, further review by the <br /> HHCC and Planning Commission will be conducted before the priorities are finalized for <br /> the remaining three Annual Action Plan years 2017-2020. This will allow the FY16/17 <br /> funding allocation process to proceed according to the federal statutory timeline. <br /> FISCAL IMPACT <br /> Adoption of the Annual Action Plan positions the City to receive an estimated <br /> $891,207.00 in CDBG and HOME entitlements funds to be used directly by the City or <br /> through nonprofit organizations. These grant funds help leverage additional funding to <br /> support programs and activities that benefit Redwood City residents. <br /> ENVIRONMENTAL REVIEW <br /> With the exception of the Habitat for Humanity capital housing activity described above, <br /> all of the activities proposed for funding have been determined to be exempt or <br /> categorically excluded under the National Environmental Protection Act (NEPA), or will <br /> be subject to further reviews when specific sites are determined. An Environmental Site <br /> Assessment (EA) was completed for the Habitat for Humanity activity (612 Jefferson <br /> Avenue) in 2014 and a Finding of No Significant Impact was determined. A Notice of <br /> Exemption was filed with the San Mateo County Recorder for the Consolidated Plan <br /> and Annual Action Plan application pursuant to California Environmental Quality Act <br /> regulations (CEQA). <br /> (1).4.- (19 , <br /> CINDY AVILA <br /> HOUSING REHABILITATION SPECIALIST <br />
