2 Environments 7.B. - Page 47 <br /> c) Conflict with existing zoning for, or ❑ ❑ ❑ <br /> cause rezoning of, forest land (as defined <br /> in Public Resources Code section <br /> 12220(g)), timberland (as defined by Public <br /> Resources Code section 4526), or <br /> timberland zoned Timberland Production <br /> (as defined by Government Code section <br /> 51104(g))? <br /> d) Result in the loss of forest land or ❑ ❑ ❑ <br /> conversion of forest land to non-forest <br /> use? <br /> e) Involve other changes in the existing ❑ ❑ ❑ <br /> environment which,due to their location <br /> or nature, could result in conversion of <br /> Farmland,to non-agricultural use or <br /> conversion of forest land to non-forest <br /> use? <br /> 2.3 AIR QUALITY <br /> The US 101 Pedestrian Undercrossing and Bair Island Storm Drain Pump Station Project Air Quality <br /> and Greenhouse Gas Report describes the air quality conditions in the Bay Area, summarizes the <br /> applicable regulations, evaluates the air quality impacts of the proposed project,and identifies <br /> mitigation measures for potentially significant impacts (see Appendix C). <br /> The air quality in the San Francisco Bay Area Air Basin has improved in recent years and meets most <br /> federal ambient air quality standards (AAQS) adopted by the Environmental Protection Agency <br /> (EPA) and most state AAQS adopted by the California Air Resources Board (CARB). Nevertheless, <br /> the air quality in the basin periodically exceeds federal and state ambient standards for ozone and <br /> particulate matter. <br /> In addition to setting national AAQS, the EPA requires that each state submit a State <br /> Implementation Plan (SIP) that identifies rules and policies to attain compliance with the federal <br /> AAQS. EPA also oversees the implementation of federal programs for permitting major new <br /> stationary sources, controlling toxic air contaminants (TACs),and reducing emissions from mobile <br /> sources. EPA's increasingly stringent regulations on diesel emissions apply to the manufacture and <br /> sale of diesel equipment nationally,including the off-road construction equipment and emergency <br /> generators. <br /> CARB is the primary administrator of the California Clean Air Act and coordinates preparation of <br /> the California SIP. CARB also enforces the state's motor vehicle pollution control program. CARB <br /> 2-7 US 101 Pedestrian Undercrossing and Bair <br /> Island Road Storm Drain Pump Station Project <br />
