The CARB Off-Road regulations require <br /> reporting individual equipment and engine information and set declining fleet-wide emissions limits <br /> for contractors beginning in 2014. <br /> The Bay Area Air Quality Management District (BAAQMD) formulates policies and adopts <br /> regulations for the control of air pollution within the nine counties that surround San Francisco Bay, <br /> including San Mateo County: The BAAQMD Bay Area 2010 Clean Air Plan (CAP) provides a <br /> control strategy to reduce ozone,particulate matter,air toxics, and greenhouse gases to achieve state <br /> standards. The BAAQMD also permits stationary sources, develops emission inventories, and <br /> collects air-monitoring data. <br /> BAAQMD has adopted air quality guidelines that assist lead agencies in evaluating the significance of <br /> projects in the San Francisco Bay Air Basin under CEQA. The BAAQMD CEQA Guidelines <br /> include significance thresholds,assessment methodologies,and mitigation strategies for criteria <br /> pollutants, air toxics, odors, and greenhouse gas emissions,based upon the scientific and other <br /> factual data prepared in developing these guidelines. On March 5,2012, the Superior Court of <br /> Alameda County issued a judgment finding that the air district had failed to comply with CEQA <br /> when it adopted the new thresholds in 2010 and ordered the BAAQMD to cease dissemination of <br /> the threshold until it had complied with CEQA. The City notes that the court ruling did not address <br /> the merits of the 2010 thresholds or the factual and scientific information used to develop the <br /> guidelines. The City has carefully considered the thresholds prepared by BAAQMD and regards <br /> them as the best information available for the air basin. Therefore, the analyses in this Initial Study <br /> are based upon the methodologies in the 2010 BAAQMD CEQA Air Quality Guidelines,and the <br /> City exercises its discretion to use these thresholds for determining the significance of air quality <br /> impacts from the proposed project. <br /> The BAAQMD defines sensitive receptors as "facilities or land uses that include members of the <br /> population that are particularly sensitive to the effects of air pollutants, such as children,the elderly, <br /> and people with illnesses" (BAAQMD,2010). Nearby sensitive receptors include the residences at <br /> One Marina,approximately 400 feet northeast of the pump station area, and the residential mixed-use <br /> units in the North Main Street Specific Plan area, approximately 450 feet south of the Main Street <br /> portion of the project area. Both projects are currently under construction and are expected to be <br /> partially occupied during construction activities. Other sensitive receptors within 1,000 feet of the <br /> project are the houseboats along Redwood Creek, approximately 675 feet east of the project, and the <br /> Marina Points neighborhood at the end of Bair Island Road,more than 900 feet from the project. <br /> The residential areas along Brewster Avenue in the Centennial neighborhood are more than <br /> 1,500 feet from the project. <br /> 2-8 US 101 Pedestrian Undercrossing and Bair <br /> Island Road Storm Drain Pump Station Project <br />
