7.B. - Page 52 2 Environmental Analysis <br /> • All exposed surfaces (e.g., staging areas, soil piles,graded areas,and unpaved access <br /> roads) shall be watered two times per day. Watering shall not be required for storage <br /> and treatment of saturated Bay Mud prior to mixing and disposal. <br /> • All haul trucks transporting soil, sand, or other loose material off-site shall be covered. <br /> • Contractors shall wash down all vehicles prior to leaving the site to prevent mud or dirt <br /> from being tracked-out onto public roads. All visible mud or dirt tracked onto adjacent <br /> public roads shall be removed using wet power vacuum street sweepers at least once per <br /> day. Dry power sweeping equipment shall not be used for tracked mud or dirt near the <br /> project entrance. Wash down water shall be collected onsite and directed away from the <br /> storm drain system and the creek. Gravel-filled bags shall be used to prevent runoff <br /> from vacuum sweeping from entering the storm drain system. Wash water may be <br /> picked up by the vacuum unit. <br /> • All vehicle speeds on unpaved roads shall be limited to 15 mph. <br /> • All roadways,driveways, and sidewalks to be paved shall be completed as soon as <br /> possible. Foundations for the pump station,retaining walls,and pedestrian path shall be <br /> laid as soon as possible after grading unless seeding or soil binders are used. <br /> • Idling times shall be minimized either by shutting equipment off when not in use or by <br /> reducing the maximum idling time to 5 minutes, as required by the California airborne <br /> toxics control measure Title 13, Section 2485 of California Code of Regulation. Clear <br /> signage regarding idling time requirements shall be provided for construction workers at <br /> all access points. <br /> • All construction equipment shall be maintained and properly tuned in accordance with <br /> manufacturer's specifications. All equipment shall be checked by a certified visible <br /> emissions evaluator. <br /> • The Contractor shall post a publicly visible sign with the telephone number and person <br /> to contact at the lead agency regarding dust complaints. This person shall respond and <br /> take corrective action within 48 hours. The Bay Area Air Quality Management District's <br /> phone number shall also be visible to ensure compliance with applicable regulations. <br /> With the inclusion of these mitigation measures, the impact of the proposed project on air quality <br /> would be less than significant. (Less than Significant Impact with Mitigation Incorporation) <br /> c)Result in a cumulatively considerable net increase of any criteria pollutant for which the <br /> project region is non-attainment under an applicable federal or state ambient air quality <br /> standard(including releasing emissions which exceed quantitative thresholds for ozone <br /> precursors)? <br /> Emissions from the proposed project would not result in a cumulatively considerable net increase in <br /> non-attainment pollutants. In developing the significance levels for individual projects,BAAQMD <br /> considered the level at which a project's emissions would become cumulative considerable. Thus, if <br /> the project's individual emissions are less than significant, the cumulative impacts are also less than <br /> significant. The proposed project emissions are less than significant with the incorporation of Best <br /> 2-12 US 101 Pedestrian Undercrossing and Bair <br /> Island Road Storm Drain Pump Station Project <br />
