LAND USE AND PLANNING -- Potentially Less Than Less Than No <br /> Would the project: Significant Significant Significant Impact <br /> Impact with Impact <br /> Mitigation <br /> Incorporation <br /> a) Physically divide an established ❑ ❑ ❑ <br /> community? <br /> b) Conflict with any applicable land use ❑ ❑ ❑ <br /> plan,policy, or regulation of an agency <br /> with jurisdiction over the project <br /> (including,but not limited to the general <br /> plan, specific plan,local coastal program, <br /> or zoning ordinance) adopted for the <br /> purpose of avoiding or mitigating an <br /> environmental effect? <br /> c) Conflict with any applicable habitat ❑ ❑ ❑ <br /> conservation plan or natural community <br /> conservation plan? <br /> a)Physically divide an established community? <br /> As identified in the Urban Form and Land Use Element of the City General Plan, the proposed joint- <br /> use path would connect the new Mixed Use Waterfront Neighborhood north and east of US 101 to <br /> the Mixed Use Corridor and Mixed Use Downtown areas south of the US 101 (City of Redwood <br /> City,2011). The project would physically link development areas and negate some of the division <br /> produced by the highway. <br /> A small homeless encampment currently occupies a portion of the space underneath the US 101 <br /> bridge on the western bank of Redwood Creek. The proposed project would displace this informal <br /> community, estimated to consist of three to six people, based on site surveys. The City has a number <br /> of homeless prevention programs that would be available to these individuals prior to the <br /> commencement of project construction. The City has adopted the following objectives in its <br /> Consolidated Plan (2010-2015) to address homelessness and homelessness prevention: <br /> HOM-1 Increase the number of transitional and permanent supportive housing <br /> units for the homeless. <br /> HOM-2 Support existing emergency shelter facilities and programs. <br /> HOM-3 Increase the number of shelter beds available for families with children <br /> 2-49 US 101 Pedestrian Undercrossing and Bair <br /> Island Road Storm Drain Pump Station Project <br />
