7.B. - Page 90 2 Environmental Analysis <br /> under the age of 18. <br /> HOM-4 Meet the human services needs of the homeless. <br /> HOM-5 Prevent homelessness. <br /> HOM-6 End chronic homelessness. <br /> The City programs and resources include five emergency shelters,transitional housing, assistance in <br /> securing health care, financial benefits, employment training, and help for individuals with mental <br /> health disabilities. Homeless assistance meets the City's human service objectives to prevent <br /> homelessness,provide intervention programs, and assist special needs populations. Homeless <br /> services range from emergency shelter to transitional housing to shared housing to permanent <br /> housing according to the City's Continuum of Care Plan. (No Impact) <br /> b) Conflict with any applicable land use plan,policy, or regulation of an agency with <br /> jurisdiction over the project(including, but not limited to the general plan, specific plan, <br /> local coastal program, or zoning ordinance)adopted for the purpose of avoiding or <br /> mitigating an environmental effect? <br /> The proposed project would comply with the applicable land use plans,programs,and policies in the <br /> 20210 General Plan,the North Main Street Specific Plan, the Peninsula Park Specific Plan,and the <br /> Comprehensive Land Use Compatibility Plan (CLUCP) for San Carlos airport. The setbacks and <br /> dimensions of the joint-use path are consistent with the Class I requirements for bicycle paths in the <br /> Build Environment Circulation element of the General Plan. The lighting,landscaping setbacks, <br /> design, and orientation would comply with the Site and Landscape Improvement requirements of the <br /> North Main Street Precise Plan and the City Zoning Ordinance Article 53.3 (City of Redwood City <br /> Zoning Ordinance, 2011). The land use is consistent with the 2010 General Plan, and the low-lying <br /> features and structures would be consistent with the adopted CLUCP for the San Carlos airport, 1.5 <br /> miles away. (No Impact) <br /> c) Conflict with any applicable habitat conservation plan or natural community conservation <br /> plan? <br /> The project would not conflict with any state or federal habitat conservation plan or natural <br /> community conservation plan. (No Impact) <br /> 2.11 MINERAL RESOURCES <br /> There are no mineral resources or mineral resource recovery plans within the project area. The City's <br /> General Plan does not delineate any areas for mineral resource recovery or areas of use for mineral <br /> extraction. Therefore, the proposed project would have no impact to mineral resources. <br /> 2-50 US 101 Pedestrian Undercrossing and Bair <br /> Island Road Storm Drain Pump Station Project <br />
