Typically,traffic volumes on local roads are significantly lower <br /> than that of arterial roads, collector roads, expressway, or freeway volumes. Given the small number <br /> of construction workers needed for the project area,project construction would not be anticipated to <br /> adversely impact the local roads within the area. Therefore, the proposed project construction would <br /> not individually or cumulatively exceed the LOS thresholds for any roadway segment. Therefore, the <br /> impacts would be less than significant. (Less than Significant Impact) <br /> c)Result in a change in air traffic patterns, including either an increase in traffic levels or a <br /> change in location that results in substantial safety risks? <br /> The proposed project would be 1.5 miles away from the San Carlos Airport, and the ground level <br /> facilities would have no impact to air traffic. (No Impact) <br /> d)Substantially increase hazards due to a design feature(e.g., sharp curves or dangerous <br /> intersections) or incompatible uses (e.g.,farm equipment)? <br /> The City would comply with all applicable design guidelines contained in the Redwood City Zoning <br /> Ordinance and City codes in constructing the joint-use path to ensure traffic,pedestrian,and bicyclist <br /> safety. As discussed above, except for Convention Way, the proposed Class I joint-use path would <br /> avoid cross traffic between pedestrian/bicyclist and vehicles,thus reducing the potential hazards. <br /> The impact of the single crossing at Convention Way would be less than significant. Therefore, the <br /> proposed project would reduce any traffic hazards impacts to less than significant level. (Less than <br /> Significant Impact) <br /> e)Result in inadequate emergency access? <br /> The proposed joint-use path would be able to accommodate one emergency vehicle (maximum <br /> weight of 8 tons) or police vehicle in the event an emergency. Thus,the proposed project would not <br /> restrict emergency access in the project area. (No Impact) <br /> f) Conflict with adopted policies,plans, or programs regarding public transit, bicycle, or <br /> pedestrian facilities, or otherwise decrease the performance or safety of such facilities? <br /> The proposed project would encourage use of alternative modes of transportation. By connecting <br /> the Bayfront area to Downtown, the project would enable residents of One Marina and other <br /> development north of US 101 to have pedestrian and bicycle access to existing alternative <br /> transportation services Downtown,including SamTrans Bus routes,A/C bus routes, or Caltrain. <br /> The existing Class I and Class II bike facilities on Bair Island Road and the existing bike facilities on <br /> Main Street would remain accessible during construction. The proposed project would support the <br /> adopted plans,policies, and programs related to alternative transportation and are expected to result <br /> in a decreased use of roadways and decreased traffic in the project area. Therefore,the project <br /> impacts to transportation services would be beneficial.
