7.B. - Page 102 2 Environmental Analysis <br /> Construction of the proposed project would require 6 to 12 workers a day for up to 13 months, <br /> conducted in two phases, one for the pump station and one for the US 101 undercrossing. <br /> Construction of the proposed project would also generate an estimated 231 truckloads of excess soil <br /> (35 truckloads for the pump station and 196 truckloads for the undercrossing) and 127 deliveries of <br /> materials and equipment (32 for the pump station and 95 for the undercrossing). Construction <br /> would occur during the hours of 7:30 AM and 4:00 PM,Monday through Friday, excluding holidays. <br /> The peak daily traffic volume would occur during excavation for the US 101 undercrossing when <br /> there would be up to 12 worker vehicles and an estimated 20 truckloads of excavated soil each day, <br /> resulting in a maximum of 32 project-related round trips daily. Except for work on the City-owned <br /> parcel west near Main Street, all workers,haul trucks, and vendor deliveries would access the site via <br /> East Bayshore Road. The entrance to the off-road staging and parking areas would be near the <br /> intersection of East Bayshore Road and Bair Island Road. Most worker,haul,and vendor vehicles <br /> would to use the Whipple Avenue exits at US 101,but project construction vehicles and trucks would <br /> also add to current traffic levels on the main roadways connecting to East Bayshore Road,including, <br /> Brewster Avenue,Main Street,Whipple Avenue,El Camino Real,and Veterans Boulevard. Less than <br /> 16 workers and vendors would use Main Street and Brewster Avenue for access to work on the City- <br /> owned parcel. <br /> a) Conflict with an applicable plan, ordinance or policy establishing measures of <br /> effectiveness for the performance of the circulation system, taking into account all modes of <br /> transportation including mass transit and non-motorized travel and relevant components of <br /> the circulation system, including but not limited to intersections, streets,highways and <br /> freeways,pedestrian and bicycle paths, and mass transit? <br /> The proposed project would not conflict with any applicable plan,policy, or ordinance that measures <br /> the performance of the circulation system and would promote the use of pedestrian and bicycle <br /> paths. (No Impact) <br /> b) Conflict with an applicable congestion management program, including, but not limited <br /> to level of service standards and travel demand measures, or other standards established by <br /> the county congestion management agency for designated roads or highways? <br /> According to the City General Plan EIR,all segments of roadways in the vicinity of the project area <br /> (US 101,Brewster Avenue,Main Street,Whipple Avenue,El Camino Real, and Veterans Boulevard) <br /> currently operate at a Level of Service (LOS) D or better,the acceptable threshold for roadways in <br /> the City (City of Redwood City,2010). The maximum 32 project-related trips would be <br /> approximately one percent of the existing peak-hour (7-9 AM or 4-6 PM) traffic volume on the US <br /> 101 freeway,Veterans Boulevard,and Whipple Avenue. This estimate represents the upper bound of <br /> the potential project impacts since most haul trips and vendor deliveries would occur outside peak <br /> traffic hours. The 16 project-related trips on the west side of the project would be less than three <br /> percent of the existing peak hour traffic volumes on Main Street and Brewster Avenue.
