7.B. - Page 108 2 Environmental Analysis <br /> with the effects of past projects,the effects of <br /> other current projects,and the effects of <br /> probable future projects)? <br /> c) Does the project have environmental effects ❑ ® ❑ ❑ <br /> which will cause substantial adverse effects on <br /> human beings, either directly or indirectly? <br /> a)Does the project have the potential to degrade the quality of the environment, <br /> substantially reduce the habitat of a fish or wildlife species, cause a fish or wildlife <br /> population to drop below self-sustaining levels, threaten to eliminate a plant or animal <br /> community, reduce the number or restrict the range of a rare or endangered plant or animal <br /> or eliminate important examples of the major periods of California history or prehistory? <br /> As noted in the discussions for Biological Resources,Hydrology and Water Quality, and Cultural <br /> Resources, sensitive resources are potentially located in the project area. Implementation of <br /> proposed mitigation would reduce impacts to the sensitive resources to less-than-significant levels. <br /> The project would not degrade the environment, substantially reduce the habitat for rare and <br /> endangered species, cause a fish or wildlife population to drop below self-sustaining levels, threaten <br /> to eliminate a plant or animal community,reduce the number or restrict the range of a rare or <br /> endangered plant or animal, or eliminate important examples of the major periods of California <br /> history or prehistory. (Less than Significant Impact with Mitigation Incorporation) <br /> b)Does the project have impacts that are individually limited, but cumulatively <br /> considerable?("Cumulatively considerable"means that the incremental effects of a project <br /> are considerable when viewed in connection with the effects of past projects, the effects of <br /> other current projects, and the effects of probable future projects)? <br /> The project would not contribute considerably to significant cumulative impacts. The proposed <br /> project would commence construction for the new pump station and wet well in January 2014 at a <br /> time when construction at the One Marina development would still be underway. Most project <br /> impacts would be site-specific and would not combine with the impacts from adjacent activities. The <br /> parking and staging areas for the proposed project would be on site and would not block the <br /> roadway,and the combined traffic on East Bayshore Road and Bair Island Road would not be <br /> significant. Construction on the City-owned parcel would also occur during ongoing construction <br /> from the North Main Street Precise Plan,but the combined impacts would not cause significant <br /> parking or traffic impacts on Main Street and Brewster Avenue. The proposed improvements on the <br /> City-owned parcel would require few workers and deliveries and would not result in significant delays <br /> to existing and planned traffic in the area. The air quality and noise impacts of the individual project <br /> would be mitigated to less than significant levels. The combined impacts from concurrent <br /> construction activities would not be significant. (Less than Significant) <br /> 2-68 US 101 Pedestrian Undercrossing and Bair <br /> Island Road Storm Drain Pump Station Project <br />
