ATTACHMENT 1 <br /> 7.B. - Page 144 <br /> RESOLUTION NO. 13- 24 <br /> A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br /> REDWOOD CITY RECOMMENDING THAT THE CITY COUNCIL ADOPT <br /> THE INITIAL STUDY/MITIGATED NEGATIVE DECLARATION FOR THE <br /> U.S. HIGHWAY 101 PEDESTRIAN UNDERCROSSING AND BAIR <br /> ISLAND ROAD STORM DRAIN PUMP STATION PROJECT AND A <br /> MITIGATION MONITORING AND REPORTING PLAN ALL IN <br /> ACCORDANCE WITH THE REQUIREMENTS OF THE CALIFORNIA <br /> ENVIRONMENTAL QUALITY ACT, AND RECOMMENDING THAT THE <br /> CITY COUNCIL APPROVE THE U.S. HIGHWAY 101 PEDESTRIAN <br /> UNDERCROSSING AND BAIR ISLAND ROAD STORM DRAIN PUMP <br /> STATION PROJECT DESIGN <br /> WHEREAS, The City of Redwood City (the "City") proposes to construct a joint- <br /> use pedestrian and bicycle path under the U.S. Highway 101 freeway and a storm drain <br /> pump station on Bair Island Road (the "Project"); and <br /> WHEREAS, the City has prepared an Initial Study/Mitigated Negative Declaration <br /> for the Project (the "IS/MND"), pursuant to the requirements of the California <br /> Environmental Quality Act (Public Resources Code Section 21000 et seq.; hereafter, <br /> "CEQA"), the Guidelines for Implementation of the California Environmental Quality Act <br /> (Title 14, Sections 15000 et seq. of the California Code of Regulations; hereafter, the <br /> "CEQA Guidelines"); and <br /> WHEREAS, the IS/MND for the Project was published for public review and <br /> comment beginning on August 23,2013 and ending on September 23,2013. The IS/MND <br /> was filed with the State Office of Planning and Research under State Clearinghouse No. <br /> 2013082074. The City mailed and posted a Notice of Completion ("NOC") to notify <br /> responsible agencies and interested parties of the IS/MND for the Project; and <br /> WHEREAS, the City mailed, posted, and published in the Daily Newspaper a <br /> Notice of Intent to Adopt a Mitigated Negative Declaration ("Nor') to notify surrounding <br /> property owners, tenants, and interested parties of the 30-day public review period for the <br /> IS/MND; and <br /> WHEREAS, the City prepared a separate document entitled "U.S. 101 Pedestrian <br /> Undercrossing and Bair Island Storm Drain Pump Replacement Project Mitigation <br /> Monitoring and Reporting Plan" ("MMRP"); and <br /> WHEREAS, the ISIMND concludes that the Project, with the proposed mitigation <br /> measures contained in the IS/MND and associated MMRP, would not have a significant <br /> adverse effect on the environment; and <br /> ATTY/RESO.2920/PC RESO-ADOPT THE INITIAL STUDY&MND—UNDERCROSSING <br /> REV:10-10-13 VR <br /> Page 1of6 <br />
