ATTACHMENT 1 <br /> 7.B. - Page 146 <br /> 4. Pursuant to Section 15074 of the State CEQA Guidelines, the <br /> Planning Commission finds, on the basis of the whole record before it, including but not <br /> limited to the IS/MND and the comments received thereon, that there is no substantial <br /> evidence that the Project, as mitigated, will have a significant effect on the environment. <br /> Changes or alterations have been required in, or incorporated into, the project which <br /> avoid or substantially lessen the significant environmental effects as identified in the <br /> IS/MND. <br /> 5. Pursuant to Section 15074 of the State CEQA Guidelines, the <br /> documents and other materials that constitute the record of proceedings upon which the <br /> Planning Commission based its decision are located in and may be obtained from the <br /> Office of the City Clerk at City Hall, 1017 Middlefield Road, Redwood City, California. The <br /> City Clerk is the custodian of records for all matters before the City. <br /> B. On the basis of the whole record before it, the Planning Commission hereby <br /> recommends that the City Council approve the U.S. Highway 101 Pedestrian <br /> Undercrossing and Bair Island Road Storm Drain Pump Station Project design. <br /> C.
