7.B. - Page 262 <br /> Addendum to Initial Study/Mitigated Negative Declaration <br /> U.S. 101 Pedestrian Undercrossing and Bair Island Road <br /> Storm Drain Pump Station Project Initial Study/Mitigated <br /> Negative Declaration <br /> SCH# 2013082074 <br /> Prepared by: City of Redwood City <br /> April 2016 <br /> In August 2013, the City prepared an Initial Study/Mitigated Negative Declaration <br /> (IS/MND) to evaluate the potential environmental impacts of the U.S. 101 Pedestrian <br /> Undercrossing Project and the Bair Island Road Storm Drain Pump Station Project in <br /> accordance with the California Environmental Quality Act (CEQA) Guidelines. The <br /> IS/MND found that the project would create a significant environmental impact with <br /> respect to air quality, biological resources, cultural resources, geology and soils, <br /> greenhouse gas emissions, hydrology and water quality, and noise. With the <br /> implementation of mitigation measures as outlined in the Mitigation Monitoring and <br /> Reporting Plan (MMRP), all identified impacts would be reduced to less than significant <br /> levels. On October 15, 2013, staff presented the project and the IS/MND to the Planning <br /> Commission. The Planning Commission adopted Resolution No. 13-24 recommending <br /> that the City Council adopt the IS/MND and MMRP, and approve the project design. <br /> The IS/MND reviewed by the Planning Commission was prepared to consider both the <br /> Undercrossing Project and the Pump Station Project together, though the scope and <br /> timeframes of the projects were completely separate and independent of one another. <br /> Though both projects were evaluated under the same CEQA analysis, the City moved <br /> forward with the Pump Station Project independent of the Undercrossing Project and on <br /> January 24, 2014, City Council determined that the Pump Station Project was <br /> categorically exempt under CEQA exemption criteria set forth in Section 15301, "Existing <br /> Facilities," and Section 15308, "Actions by Regulatory Agencies for Protection of the <br /> Environment," and awarded a construction contract for the Pump Station Project. <br /> The IS/MND identified the following environmental factors that the project could pose as <br /> a potentially significant impact: <br /> ATTY/AGR/2016/AMENDMENTS/AMEND NO.1 TO IS-MND-US 101 UNDERCROSSING PROJECT <br /> REV:04-20-16 VR <br /> Page 1 of 4 <br />
