7.B. - Page 263 <br /> Environmental Factor Determination <br /> Biological Resources As noted in the Biological Resources section of the IS/MND, sensitive <br /> resources are potentially located in the project area, and implementation <br /> of proposed mitigation would reduce project impacts to sensitive <br /> resources to less-than-significant levels. Since the preparation of the <br /> IS/MND, all plant and animal species listings that appeared on the 2013 <br /> special-status species lists when the IS/MND was prepared were still <br /> present on the 2016 lists. In addition, four new animal species have <br /> been added to the special-status species lists by state or federal <br /> agencies. A memo dated April 12, 2016 by the City's environmental <br /> consultant, Wreco, has been prepared to discuss the additional species <br /> and concluded that the project will have no effect on the four species that <br /> were added to the special-status species lists. As such, there are no <br /> new impacts and no additional mitigation measures beyond those initially <br /> identified in the IS/MND are required. <br /> Cultural Resources As noted in the Cultural Resources section of the IS/MND, no recorded <br /> prehistoric or historic archeological resources have been previously <br /> recorded within or immediately adjacent to the project area of potential <br /> effect. The IS/MND found no significant historical, archaeological, or <br /> paleontological resources or human remains in the project area and <br /> concluded that excavation during construction would have a low to very <br /> low potential of encountering any significant resources. As such, there <br /> are no new impacts and no additional mitigation measures beyond those <br /> initially identified in the IS/MND are required. <br /> Hydrology/Water Quality As noted in the Hydrology/Water Quality section of the IS/MND, the <br /> project is located next to Redwood Creek and would need to comply with <br /> various local, state and federal requirements for hydrology and water <br /> quality. Preliminary Flood Insurance Rate Maps (FIRMs)were released <br /> for the area in 2015, however, no new mitigation measures are required <br /> because the Preliminary FIRMs are not in effect as of the time of <br /> approval of the IS/MND. Moreover, although not in effect, the <br /> Preliminary FIRMs show no change the base flood elevation for this <br /> portion of Redwood Creek. A new NPDES Permit No. CAS612008 was <br /> approved on November 19, 2015, Order No. R2-2015-0049. <br /> Regulations and requirements in the new NPDES Permit for projects of <br /> this scope and size are the same as regulations and requirements under <br /> the previous Order No. 2009-0009-DWQ. No other regulatory conditions <br /> would require new mitigation measures. As such, there are no new <br /> impacts and no additional mitigation measures beyond those initially <br /> identified in the IS/MND are required. <br /> Noise As noted in the Noise section of the IS/MND, the project would be <br /> located in a noise environment highly influenced by the traffic on U.S. <br /> Highway 101, noise sources from local streets and aircraft. The City's <br /> Noise Ordinance prohibits noise levels generated by construction within <br /> 500 feet of a residential district between the hours of 8PM to 7AM <br /> weekdays, or at any time on weekends and holidays. At the time the <br /> IS/MND was prepared, the One Marina Residential Project was under <br /> construction, and the One Marina Hotel Project was contemplated <br /> though no formal application was submitted at that time. Today, the One <br /> Marina Residential Project is built and the One Marina Hotel is under <br /> construction.
