This range of noise levels would be less than the <br /> average levels from weekday traffic on US 101 at this distance. While <br /> noise from construction may occasionally be audible at the adjacent <br /> properties because of variations in construction activity and traffic <br /> conditions, most noise from the construction of the joint-use path would <br /> be below background levels. In addition, the One Marina Residential <br /> and Hotel projects are required to incorporate measures to reduce <br /> interior noise levels to meet city and state standards. These features <br /> would lessen the impact of noise from pile driving to less than 62 dBA <br /> Leg in the interior of any occupied units. As such, there are no new <br /> impacts and no additional mitigation measures beyond those initially <br /> identified in the IS/MND are required. <br /> Air Quality As noted in the Air Quality section of the IS/MND, the project will have <br /> certain construction mitigation measures incorporated. By the time the <br /> project begins construction, work at the nearby One Marina Hotel <br /> development will be nearing completion, and the likelihood of any <br /> additional, cumulatively considerable net increases in pollutants is <br /> unlikely. The IS/MND indicated that with the incorporation of mitigation <br /> measures, upon completion of the project a 2.4% reduction in mobile <br /> source emissions could be attained, and this reduction does not include <br /> any future area projects that are completed that would benefit from the <br /> improved pedestrian network. Those future area projects that were <br /> anticipated but not yet complete during initial preparation of the IS/MND <br /> were not included in the emissions reduction calculation, and are <br /> expected to achieve additional benefits to air quality by creating an <br /> increased opportunity for reduction in mobile source emissions. <br /> Because of this, no new mitigation measures are required. As such, <br /> there are no new impacts and no additional mitigation measures beyond <br /> those initially identified in the IS/MND are required. <br /> Geology/Soils As noted in the Geology/Soils section of the IS/MND, the project will <br /> have certain mitigation measures incorporated to mitigate impacts from <br /> the project. A Geotechnical Design Report was prepared by Cal <br /> Engineering &Geology in 2013 for the project, and no new information is <br /> known to staff that would require an updated report. As such, there are <br /> no new impacts and no additional mitigation measures beyond those <br /> initially identified in the IS/MND are required. <br /> Based on substantial evidence in light of the whole record, staff confirms that the IS/MND <br /> constitutes an adequate, accurate, objective, and complete review of the environmental <br /> effects of the U.S. 101 Pedestrian Undercrossing Project. The project, as reduced in <br /> scope, will not cause a potentially significant environmental impact with respect to <br /> aesthetics, hazards and hazardous materials, mineral resources, public services, <br /> utilities/service systems, agricultural resources, recreation, land use/planning, <br /> population/housing, and transportation/traffic, nor will the reduced project result in <br /> potential cumulative environmental impacts. The project will not result in the identification <br /> of new significant environmental effects nor substantially increase the severity of <br /> previously identified significant environmental effects, and no additional mitigation <br /> measures will be required beyond those identified in the IS/MND.
