Due to recent staffing shortages, the Department has had <br /> to repurpose personnel who are normally dedicated to traffic enforcement in order to fill <br /> vacancies in the patrol structure. Within the past six years, the number of traffic citations <br /> has declined by 48% from 16,054 in 2010 to 9,964 in 2015. During this same period, <br /> traffic stops by both traffic enforcement and patrol personnel, declined by almost 20%. <br /> Total traffic collisions rose by 25% over the last six years, from 869 in 2010 to 1,090 in <br /> 2015. The numbers of collisions peaked in 2013, with 1,200 crashes. Most regrettably, <br /> there was a 130% increase in major injury and fatal traffic collisions between 2010 and <br /> 2014, with only a minor reduction in 2015. <br /> 17 <br />
