a. The project and improvements proposed by Downtown Planned <br /> Community Permit Application No. DPC2014-04 are consistent with, <br /> conform to the intent of, and will appropriately implement the <br /> Downtown Precise Plan for the 2075 Broadway project; <br /> b. The establishment, maintenance and operation of the project and <br /> improvements proposed by Downtown Planned Community Permit No. <br /> DPC2014-04 will not, under the circumstances of this particular case, <br /> be detrimental to the health, safety peace, morals, or general welfare <br /> of persons residing or working in the neighborhood of the project, or be <br /> detrimental or injurious to property or improvements in the <br /> neighborhood of the project, or to the general welfare of the City, <br /> because the project has been found to be consistent with the <br /> community goals established in the City's General Plan and Zoning <br /> Ordinance; <br /> c. The Project and improvements comply fully with all applicable <br /> standards of the DTPP; <br /> d. The Project and improvements comply with all but three guidelines of <br /> the DTPP. The aspects of the Project which do not conform to the <br /> guidelines of the DTPP nonetheless adequately promote the overall <br /> intent of the DTPP; <br /> e. The Project's net addition of 65,552 square feet of office space is <br /> within the Maximum Allowable Development (MAD) cap for office <br /> under the DTPP; and <br /> Section 4. Parking In-Lieu Fee Application: In the exercise of its <br /> independent judgment, the Planning Commission finds that the In-Lieu Fee Application <br /> satisfies Section 30.3 of the City's Zoning Ordinance including because: <br /> a. The Project site is in close proximity to multiple public transit facilities, <br /> including without limitation the CalTrain Station and the Redwood City <br /> Transit Center. <br /> b. Encouraging users of the Project site to walk from off-site parking or <br /> public transportation would be beneficial to the Downtown. <br /> c. The implementation of the required Transportation Demand <br /> Management (TDM) Plan will reduce single-user automobile trips by <br /> the Project's tenants/employees. <br /> d. The payment of in-lieu parking fees for 131 spaces, at $25,000 per <br /> ATTY/RESO.0027/PC RESO 2075 BROADWAY <br /> REV:04-18-16 VR <br /> Page 5 of 28 <br />
