Traffic Advisory Committee Chairman John Wade described the background of the committee and stated that 60 items had been handled since its inception. Mr. Wade described the confusion surrounding the committee's scope of duties as it has been given EIR's, grade separation plans, and the Circulation element to review, yet has been told not to be proactive. Councilman Bury stated he believed the Traffic Advisory Committee added another layer of government, that traffic issues are 80% technical and 10-20% political, and that it is appropriate for the Council to resolve those 10-20% decisions. Councilman Bury acknowledged that traffic is the number one problem discussed at neighborhood meetings, but advised the Planning Commission should be more involved, and added that historically there have been staffing problems with the Traffic Advisory Committee. Nita Spangler, Edgewood Road, Redwood City, spoke in favor of the committee, and suggested the City support the committee with the right direction. Councilmembers acknowledged traffic problems are a high priority, acknowledged the success of the neighborhood associations in resolving all kinds of problems, recognized the success of the Historic Resources Advisory Committee, and acknowledged the role of citizens with special expertise. Councilmembers discussed the lack of specific directions to the Committee.
