City Attorney and <br /> staff were recommending that the Council have a firm, factual foundation <br /> upon which to base its decision regarding the proposed ordinance, <br /> particularly the percentages of increase allowable under rent controls, <br /> which is a field beyond the expertise of staff. Also, the scope may expand <br /> once staff talks with an expert consultant, but primarily the consultant <br /> would advise as to the need for rent controls, and the degree of control to <br /> be imposed. <br /> In response to Councilman Murray's questions, Assistant Finance Director <br /> Ponty advised that the financial parameters referred to in the motion set a <br /> limit of $10,000. <br /> Councilmembers discussed the scope and the financial parameters of engaging <br /> a consultant, the need for a full economic report before passing <br /> legislation, and the qualifications of the consultant to ensure fairness. <br /> ITERATION OF THE MOTION: <br /> M/S: BUCHANIMURRAY THAT STAFF BE DIRECTED TO ENGAGE AN ECONOMIC CONSULTANT <br /> TO PROVIDE COUNCIL WITH FINANCIAL PARAMETERS OF PROPOSED REGULATION <br /> CARRIED BY UNANIMOUS VOICE VOTE. <br /> MINUTE ORDER NO. 92-145 <br /> ------------------------------------------------------------------------------- <br /> Mayor La Berge declared a recess at 9:50 p.m. <br /> The meeting reconvened at 10:00 p.m. <br /> ------------------------------------------------------------------------------- <br /> B.
