CARRIED BY THE FOLLOWING VOICE VOTE: AYES: COUNCILMEMBERS BUCHAN, BURY, GREENALCH, MURRAY, STANGEL AND MAYOR LA BERGE NOES: COUNCILMAN CLAIRE MINUTE ORDER NO. 92-144 MIS: BUCHAN/MURRAY THAT STAFF BE DIRECTED TO ENGAGE AN ECONOMIC CONSULTANT TO PROVIDE COUNCIL WITH FINANCIAL PARAMETERS OF PROPOSED REGULATION In response to Councilman Bury's questions regarding the scope of the consultants duties, City Attorney Schricker advised that staff is asking for authorization to engage a consultant to advise the Council as to those factors which are pertinent in establishing rent control. City Attorney and staff were recommending that the Council have a firm, factual foundation upon which to base its decision regarding the proposed ordinance, particularly the percentages of increase allowable under rent controls, which is a field beyond the expertise of staff. Also, the scope may expand once staff talks with an expert consultant, but primarily the consultant would advise as to the need for rent controls, and the degree of control to be imposed. In response to Councilman Murray's questions, Assistant Finance Director Ponty advised that the financial parameters referred to in the motion set a limit of $10,000. Councilmembers discussed the scope and the financial parameters of engaging a consultant, the need for a full economic report before passing legislation, and the qualifications of the consultant to ensure fairness. Traffic Advisory Committee (302-14) Traffic Advisory Committee status and future REPORT: Community Development Director, September 4, 1992 City Engineer Luck presented the staff report and listed some successes and some disappointments of the Traffic Advisory Committee over the years, suggested the membership be reduced from seven to five members, described the advantages of working with the neighborhood associations, and asked Council to resolve the issue of the committee's future.
