<br /> Mark Moore, San Pedro Avenue, Morgan Hill, of Golden State Mobile Home <br /> Owners League. offered to be a consultant to the Council. distributed <br /> printed material, and stated the time-lines are fine. <br /> Ed McDonald, Jr., No. Santa Cruz Avenue. Los Altos. attorney for Steve <br /> Liang. owner of Redwood City Mobile Home Park. asked for a delay of two to <br /> four weeks to allow Mr. Liang to finalize the purchase of another mobile <br /> home park in Redwood City. <br /> Marie Rickes, 3015 E. Bayshore, Redwood City, read a written statement <br /> asking for inclusion in the ordinance of vacancy controls, pass throughs. <br /> park conversion, and stating rent controls were insufficient; and asked <br /> Council to include a rent roll back to July 31, 1990 in their legislation. <br /> Mrs. Rickes stated the Redwood City General Plan lists mobile home parks as <br /> affordable housing. but rising rents are lifting these units out of that <br /> classification. <br /> Paul Deffebach. Western Mobile Home Association, stated that affordable <br /> housing is not protected by vacancy controls because the market determines <br /> resale price of the coach as well as the rent. and if affordable housing is <br /> desired both elements would have to be controlled. Mr. Deffebach advised <br /> that if rent is controlled. the price of the coach would go up. and only the <br /> tenant would be able to exploit the market, and rent control is supposed to <br /> prevent market exploitation. Mr. Deffebach stated that this transfer of <br /> appreciation could be a legal problem for the City. Mr. Deffebach added <br /> that pass throughs have been government mandated costs. <br /> Randy Roushall, 3015 E. Bayshore. Redwood City. thanked Council for their <br /> consideration of this ordinance and stated the time-lines are fine. <br /> Mayor La Berge asked if anyone else wished to speak.
