<br /> REPORT: Assistant Finance Director, September 14, 1992 <br /> Mayor La Berge presented a short background of the ordinance and advised <br /> only the time-lines schedule would be discussed at this meeting. <br /> Assistant Finance Director Ponty presented the staff report and advised <br /> copies of the proposed ordinance were available to everyone in the audience. <br /> Mr. Ponty advised the purpose of the evening's presentation was to establish <br /> an appropriate factual foundation for potential legislation action, to ask <br /> for authorization from the Council to hire an economic consultant to provide <br /> the Council with financial parameters of proposed regulation, and to <br /> establish time-lines for reviewing a mobile home rent stabilization <br /> ordinance. Mr. Ponty asked that written comments on the ordinance be <br /> submitted to the Council for discussion on October 26, 1992, and described <br /> the proposed schedule: <br /> September 14, 1992 - provide a draft copy of the ordinance to all interested <br /> parties, invite written comments, and direct staff to engage an economic <br /> consultant to provide rent increase factors. <br /> October 26, 1992 - invite concerned parties to present oral arguments. <br /> November 16, 1992 - economic consultant presentation to Council. <br /> December 14, 1992 - community input regarding the economic consultant's <br /> report and Council decision whether or not to pursue the matter. <br /> City Attorney Schricker provided a summary of the proposed ordinance and <br /> pertinent court rulings. <br /> Mayor La Berge invited members of the audience who wished to speak on the <br /> proposed time-line schedule to please do so at this time. <br /> Councilmembers acknowledged the receipt of a letter from Tri-County <br /> Apartment Association asking for a delay of 120 days. <br /> Carol Bangert, 3015 E. Bayshore, Redwood City, thanked Council for their <br /> consideration of a mobile home home rent stabilization. <br /> Paul Deffebach, South B Street, San Mateo, of Western Mobile Home <br /> Association, asked the Council to postpone consideration of this ordinance <br /> until after the election of November 3, 1992. <br /> Al Engle, owner of Harbor Village Mobile Home Park, asked Council for <br /> additional time to continue their discussions with their tenants. <br /> Michael Harig, 3015 E.
