REPORT: Assistant Finance Director, September 14, 1992 Mayor La Berge presented a short background of the ordinance and advised only the time-lines schedule would be discussed at this meeting. Assistant Finance Director Ponty presented the staff report and advised copies of the proposed ordinance were available to everyone in the audience. Mr. Ponty advised the purpose of the evening's presentation was to establish an appropriate factual foundation for potential legislation action, to ask for authorization from the Council to hire an economic consultant to provide the Council with financial parameters of proposed regulation, and to establish time-lines for reviewing a mobile home rent stabilization ordinance. Mr. Ponty asked that written comments on the ordinance be submitted to the Council for discussion on October 26, 1992, and described the proposed schedule: September 14, 1992 - provide a draft copy of the ordinance to all interested parties, invite written comments, and direct staff to engage an economic consultant to provide rent increase factors. October 26, 1992 - invite concerned parties to present oral arguments. November 16, 1992 - economic consultant presentation to Council. December 14, 1992 - community input regarding the economic consultant's report and Council decision whether or not to pursue the matter. City Attorney Schricker provided a summary of the proposed ordinance and pertinent court rulings. Mayor La Berge invited members of the audience who wished to speak on the proposed time-line schedule to please do so at this time. Councilmembers acknowledged the receipt of a letter from Tri-County Apartment Association asking for a delay of 120 days. Carol Bangert, 3015 E. Bayshore, Redwood City, thanked Council for their consideration of a mobile home home rent stabilization. Paul Deffebach, South B Street, San Mateo, of Western Mobile Home Association, asked the Council to postpone consideration of this ordinance until after the election of November 3, 1992. Al Engle, owner of Harbor Village Mobile Home Park, asked Council for additional time to continue their discussions with their tenants. Michael Harig, 3015 E. Bayshore, Redwood City, thanked Council for their consideration of a mobile home hone rent stabilization and the time line was fine.
