04/25/2016 <br /> RESOLUTION NO. 15488 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br /> REDWOOD CITY ADOPTING THE U.S. HIGHWAY 101 <br /> PEDESTRIAN UNDERCROSSING AND BAIR ISLAND ROAD <br /> STORM DRAIN PUMP STATION PROJECT INITIAL STUDY AND <br /> MITIGATED NEGATIVE DECLARATION AND A MITIGATION <br /> MONITORING AND REPORTING PLAN ALL IN ACCORDANCE <br /> WITH THE REQUIREMENTS OF THE CALIFORNIA <br /> ENVIRONMENTAL QUALITY ACT, AND APPROVING THE U.S. <br /> HIGHWAY 101 PEDESTRIAN UNDERCROSSING PROJECT <br /> DESIGN <br /> WHEREAS, the City of Redwood City (the "City") has studied a project to <br /> construct a joint-use pedestrian and bicycle path under the U.S. Highway 101 <br /> freeway and a storm drain pump station on Bair Island Road (the "Project"); and <br /> WHEREAS, the City has prepared the U.S. Highway 101 Pedestrian <br /> Undercrossing and Bair Island Road Storm Drain Pump Station Project Initial Study <br /> And Mitigated Negative Declaration (the "IS/MND"), pursuant to the requirements of <br /> the California Environmental Quality Act (Public Resources Code Section 21000 <br /> et seq.; hereafter, "CEQA"), the Guidelines for Implementation of the California <br /> Environmental Quality Act (Title 14, Sections 15000 et seq. of the California Code <br /> of Regulations; hereafter, the "CEQA Guidelines"); and <br /> WHEREAS, the IS/MND was published for public review and comment <br /> beginning on August 23,2013 and ending on September 23,2013. The IS/MND was <br /> filed with the State Office of Planning and Research under State Clearinghouse <br /> No. 2013082074. The City mailed and posted a Notice of Completion ("NOC") <br /> to notify responsible agencies and interested parties of the IS/MND for the Project; <br /> and <br /> WHEREAS, the City mailed, posted, and published in the Daily Newspaper <br /> a Notice of Intent to Adopt a Mitigated Negative Declaration ("NOI") to notify <br /> surrounding property owners, tenants, and interested parties of the 30-day public <br /> review period for the IS/MND; and <br /> WHEREAS, the City prepared a separate document entitled "U.S. 101 <br /> Pedestrian Undercrossing and Bair Island Storm Drain Pump Replacement Project <br /> Mitigation Monitoring and Reporting Plan" ("MMRP"); and <br /> WHEREAS, the IS/MND concludes that the Project, with the proposed <br /> mitigation measures contained in the IS/MND and associated MMRP, would not <br /> have a significant adverse effect on the environment; and <br /> ATTY/RES0.0032/CC RE50 US 101 UNDRCROSSING PROJECT RESO#15488 <br /> REV:04-21-16 VR MUFF#613 <br /> Page i of 3 <br />
