Absorbed Fee Model : This option is an absorbed model where the City "absorbs" or pays for <br /> all processing costs. This is obviously the most expensive model to the City but is the one <br /> which will drive and enable your highest adoption rate of your customer base into the EBPP <br /> system and drive higher paper and postage turnoff. We have included an option from our <br /> third authorized payment partner, Electronic Payment Exchange (EPX) . The absorbed option <br /> from EPX will have auto-pay and historical payments enabled and has lower fees overall. We <br /> also see many of our current EBPP customers who have adopted the InfoSend EBPP solution <br /> as having switched to EPX to handle EBPP payments as many times EPX is less expensive than <br /> banks and other payment processors and can save you significant money. Of course, EPX will <br /> ensure that the City is signed up for the Utility Discount Rate you are eligible for and EPX does <br /> NOT mark up credit card charges in any way, they simply have a flat transaction charge for <br /> each transaction, NO extra basis points added to the Visa/MC/Discover/AmEx charges at all. <br /> Electronic Payment Exchange (EPX) Absorbed Model : <br /> Pure Absorb Model where the City pays all processing fees, nothing passed onto the customer. <br /> Payment Processor: This model may save the City money over it's current Wells Fargo charges and <br /> can be explored if the City wishes. Electronic Payment Exchange (EPX) is our integrated direct <br /> payment processor. In other words, they process payments for a majority of our EBPP clients directly <br /> to the different credit card companies and to the Fed for ACH without going through anyone else's <br /> backend. They are a direct processor, thereby allowing some very attractive processing rates for our <br /> customers, including ensuring that Redwood City would be set up under the Utility Discount Rate if this <br /> is advantageous for you. EPX is a Level 1 PCI DSS certified processor with two secure data centers, <br /> one in Phoenix and one in Delaware. They also offer and utilize in conjunction with InfoSend their <br /> patented "BRIG" secure encrypted tokenization technology which completely hides and firewalls the <br /> financial vehicle information of your customer. This allows that not even the credit card numbers are <br /> stored within the EBPP solution, but stored securely only within the EPX secure data centers and only <br /> an encrypted token containing an identifier number is stored within the EBPP solution.
