<br />EXHIBIT "A" <br /> <br />SCOPE OF SERVICES <br /> <br />MSIA MuniServices Company (MMC) shall provide to the City of Redwood City, MMC's Tax <br />Compliance Services which consists of Business License Discovery, Audit and Recovery <br />Services. <br /> <br />OBJECTIVE <br /> <br />The objective of MMC's Tax Compliance Service is to assist the City of Redwood City in <br />realizing all of the tax revenue to which it is entitled from entities subject to taxation by Redwood <br />City's ordinances. MMC's Tax Compliance Services identify and recover deficiencies caused by <br />non-reporting and under-reporting entities. <br /> <br />SERVICE PROCEDURES <br /> <br />MMC's Tax Compliance Service is conducted as follows: <br /> <br />o Meet with City of Redwood City staff to review service objectives and scope, procedures, <br />entity relations and logistical matters; establish an appropriate liaison with Redwood City <br />management and staff and logical checkpoints for measuring progress; <br /> <br />o Obtain authorization from Redwood City regarding which local tax ordinances will be subject <br />to MMC's Tax Compliance Service (e.g. - Business License) <br /> <br />Discovery Services - Phase 1 of Project <br /> <br />Discovery Services are designed to identify entities subject to taxation by Redwood City which <br />are not properly registered with Redwood City or otherwise not reporting taxes to Redwood City. <br />In performing the Discovery Services, MMC shall: <br /> <br />o Establish a comprehensive inventory of the entities subject to taxation by Redwood City and <br />the database elements needed to facilitate a comprehensive comparative analysis with <br />Redwood City's records of those entities that are properly registered; <br /> <br />o Compare MMC records with Redwood City records to identify potential non-reporting and <br />non-registered entities subject to taxation; <br /> <br />o For each unregistered or non-reporting entity identified and confirmed, assist the entity, as <br />necessary, to complete Redwood City's applicable registration form(s) and determine the <br />amount of tax due for current and prior periods (plus applicable interest and penalties, <br />where appropriate); <br />o Ensure that all submitted registration forms are completed correctly and in their entirety; <br /> <br />o Forward all completed registration forms and associated payments to the City in batches at <br />the frequency directed by the City; <br /> <br />o If the City elects to have MMC conduct payment deposit services, applications will be <br />forwarded with copies of the payments and payments deposited into an account designated <br />by the City; <br /> <br />o Collect the amount of identified deficiencies, together with supporting documentation, and <br />remit payment received to Redwood City in weekly batches (Please note: MMC will follow <br />the City's business rules in collecting partial payments or the tax in full at the City's <br />direction); <br /> <br />o Establish a call center open during normal business hours to assist entities regarding <br />questions concerning application of Redwood City's taxes and entity's reporting and <br />remittance requirements; <br />
