6.1.H. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> May 9, 2016 <br /> SUBJECT <br /> Amended and Restated Professional Services Agreement with CSG Consultants Inc. <br /> for Building Plan Check and Inspection Services <br /> RECOMMENDATION <br /> By motion, approve and authorize the City Manager to execute an Amended and <br /> Restated Agreement for Professional Services with CSG Consultants Inc. in the <br /> amount of $920,000, for a total agreement of $1,001,000 for building plan check <br /> and inspection services, to amend the terms and conditions, and to extend the term of <br /> the agreement by one year <br /> BACKGROUND <br /> The Building Division is responsible for ensuring quality development, construction <br /> and health and safety standards by processing building permit applications, <br /> reviewing development plans, enforcing zoning ordinances, helping to enforce <br /> certain chapters of the municipal code, and conducting building inspections. While <br /> much of the work is performed by staff, the City utilizes consultants during staff <br /> turnover, in high volume periods, and for specialized expertise on mid- and large- <br /> scale development projects. <br /> In November 2014, the City issued a request for proposals to assist the Building <br /> Division maintain its quality of service and achieve its performance measures. The <br /> City received quality proposals from four firms and entered into agreements with CSG <br /> Consultants Inc. (CSG), Shums-Coda & Associates (Shums Coda), West Coast Code <br /> Consultants (WC3), and the Willdan Group. Having an agreement with each firm <br /> allowed for quick access to multiple consultants during times of high volume or for <br /> specialized or complicated development plans. Additionally, staff sought four firms to <br /> participate in a process that could better utilize public funds by inviting them to <br /> competitively bid on mid- and large-scale projects. <br /> Though four firms were initially contracted with, the City has elected not to renew its <br /> contract with the Willdan Group due to the firm's current lack of an electronic system <br /> to transmit and review plans, which would have placed a heavier burden on City staff. <br /> Additionally, the Willdan Group did not want to participate in the City's bidding process <br /> for mid- and large-scale projects, and charges overall higher rates for service. <br />
