6.1.1. - Page 3
FISCAL IMPACT
Spanning both FY 15-16 and FY 16-17, the Building Division is anticipated to have
$2,188,507 budgeted for professional services expenditures that may be used for
analytical, administrative, code enforcement, plan review, or building inspection
services. That amount includes budgeted professional services for under the Building
Division's Building Regulation (63110) and Code Enforcement (63310) programs.
Specifically in FY 15-16 for professional services expenditures, the Building Division
has an approved budget of $1 ,191,801 . For FY 16-17, staff are proposing a budget of
$996,706 for professional services expenditures for the Building Division.
The total amount staff has set aside for all building inspection, code enforcement, and
plan review services to be performed by CSG, Shums Coda, and WC3 is $2,090,000
or approximately 95% of its professional services budget. Of the amount identified for
the three consultants, $500,000 is specifically identified for Shums Coda.
Due to the improved economic landscape and recent developments in the Downtown
area, the City anticipates receiving approximately $4.2 million in building permit and
plan check review fees for FY 15-16 to be counted as revenue. To date, the City has
received close to $4.1 million or approximately 97% of anticipated revenue for FY 15-
16 with two months still remaining. For FY 16-17, staff estimates that the City will
receive $4.5 million in building permit and plan check review fees. It is expected that
these revenues will offset of professional services, and Building Division personnel and
operations costs.
ENVIRONMENTAL REVIEW
This activity is not a project under California Environmental Quality Act (CEQA)
as defined in CEQA Guidelines, section 15378 because the administrative activities will
not result in direct or indirect physical changes in the 4111107.,,,
CHRISTOPHER DACUMOS
MANAGEMENT ANALYST
AARON AKNIN
ASSISTANT CITY MANAGER/COMMUNITY DEVELOPMENT DIRECTOR
