The FY 2015-2016 budget included $1,295,000 in the
Parking District Fund for the project. The City will incur monthly fees for data
management, communications, and transaction fees for the parking system. The
transaction fees will include fees for credit card and pay-by-cell transactions. The
ongoing monthly cost is estimated to be $10,000 and will be paid by the Parking District
Fund — Parking Meters Core & Periphery — the parking revenue generated by the on-
street parking. This amount will vary based on the amount of credit card transactions
and pay-by-cell transactions that occur in a given month. The $10,000 amount for the
ongoing fees is only an estimate since Redwood City currently has no historical
transaction data for the existing single space meters. In addition, it is unknown what the
credit card usage rate for these spaces will be, since credit cards were not a previously
available payment option. Similarly, the amount could vary if the amount of pay-by-cell
transactions increases or decreases. If the City elects the option for the extended
warranty, the annual costs ($584,137.27 over 10 years) will be paid by the Parking
District Fund — Parking Meters Core & Periphery — parking revenue generated by the
on-street parking.
ENVIRONMENTAL REVIEW
As the lead agency, City of Redwood City has determined that the proposed
replacement of the existing parking meters and pay stations meets the CEQA
exemption criteria as set forth in Section 15302 Class 2, "Replacement or
