6.1.A. - Page 2 <br /> Staff representatives from our Engineering Division, Finance and Information <br /> Technology Department, Public Works Department, City Manager's Office, and the <br /> Parking Advisory Committee participated in the review and evaluation process. <br /> Evaluation criteria were based on least cost/best value (including on system features, <br /> scalability, and the ability to integrate with other parking systems), qualifying experience <br /> and references, and ability to meet schedule goals. Based on the evaluation criteria, <br /> the review panel selected the top three candidates to participate in a three month pilot <br /> of the proposed systems at two locations in Downtown Redwood City. While three <br /> vendors were selected, two chose to participate in the pilot and one opted out for other <br /> business opportunities. The meter system pilot ran from October 1, 2015 to December <br /> 31, 2015, on Main Street and on Bradford Street. <br /> During the pilot, a public survey was posted on the Redwood City's website to collect <br /> feedback on the systems. In addition, City staff became familiar with each systems' <br /> operation and capabilities. During the pilot staff interviewed the proposers and visited <br /> current installations. Based on feedback from the public, the evaluation criteria, and the <br /> results of the interviews, staff recommend entering into an agreement with IPS Group, <br /> Inc. <br /> IPS Group Inc. is headquartered in San Diego, CA, with offices in Canada and <br /> Europe. IPS is a design, engineering, and manufacturing company focused on low- <br /> power wireless telecommunications, payment processing systems, parking <br /> technologies, and software as a service (SaaS) management software. IPS has been <br /> delivering smart city technology solutions for over 20 years. With over 185,000 wireless <br /> meters installed in more than 160 cities in the US and Canada. Locally, their equipment <br /> is in the City of San Francisco, City of Burlingame, and City of Walnut Creek. IPS offers <br /> a fully integrated smart product suite comprised of single-space meters, multi-space pay <br /> stations, pay station upgrade kits, vehicle detection sensors, smart cash collection <br /> systems, and SaaS management software with advanced data analytics. IPS is <br /> delivering the Internet of Things (loT) and Intelligent Parking Systems to transportation <br /> and parking operations all over the world. <br /> IPS will manufacture the new equipment and begin installation of the single space <br /> meters in June 2016. Installation of the pay stations will follow beginning in July. The <br /> gap between the installation of the single space meters and the pay stations is due to <br /> the additional production lead time required to manufacture the parking pay stations. <br /> The proposed equipment upgrades are part of ongoing efforts to improve the <br /> convenience and effectiveness of the City's downtown parking program.
