6.3.C. - Page 1
REPORT
To the Honorable Mayor and City Council
From the City Manager
April 25, 2016
SUBJECT
Amended and Restated Cooperative Agreement between the City of Redwood City and
the County of San Mateo for public use of the County of San Mateo parking structure
and parking lot, and appropriation of funds to pay for the public use of the parking
structure and parking lot
RECOMMENDATION
1. By motion approve and authorize the City Manager to execute the Amended and
Restated Cooperative Agreement with the County of San Mateo for public use of the
County's parking lot and parking structure in the amount of $1,297,500, and further
authorize the City Manager to adjust the annual fee as appropriate
2. Adopt a resolution appropriating $86,500 from the Parking District Fund for the
purpose of providing 797 parking spaces for public use
BACKGROUND
Several previous actions have occurred related to this agreement:
• On September 23, 2003, the City of Redwood City and the County of San
Mateo entered into an agreement to make portions of the parking structure and the
parking lot available to the City for public use for ten years.
• On May 22, 2007, the City and County executed Amendment No. 1 to the original
agreement to delete Exhibit A-Terms and Conditions of the Cooperative Agreement
and replace it with Exhibit A-1. The agreement was updated to expand the City
hours of operation.
• On July 29, 2009, the City and County executed Amendment No. 2 to the original
agreement to reserve three City on-street parking stalls on Bradford Street for use
by the County for the Office of the Sheriff.
In 2015, the City and County began discussions on the continued shared use of the
parking garage and parking lots. These discussions led to a proposed recommended
and restated agreement with the County to extend the term by an additional 15 years
and to provide for an annual payment by the City to the County to cover a portion of the
costs of operating the County's garage and parking lots for the City's public use. Under
this agreement, the public will continue to be able to use the garage on weeknights and
weekends.
