6.3.C. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> April 25, 2016 <br /> SUBJECT <br /> Amended and Restated Cooperative Agreement between the City of Redwood City and <br /> the County of San Mateo for public use of the County of San Mateo parking structure <br /> and parking lot, and appropriation of funds to pay for the public use of the parking <br /> structure and parking lot <br /> RECOMMENDATION <br /> 1. By motion approve and authorize the City Manager to execute the Amended and <br /> Restated Cooperative Agreement with the County of San Mateo for public use of the <br /> County's parking lot and parking structure in the amount of $1,297,500, and further <br /> authorize the City Manager to adjust the annual fee as appropriate <br /> 2. Adopt a resolution appropriating $86,500 from the Parking District Fund for the <br /> purpose of providing 797 parking spaces for public use <br /> BACKGROUND <br /> Several previous actions have occurred related to this agreement: <br /> • On September 23, 2003, the City of Redwood City and the County of San <br /> Mateo entered into an agreement to make portions of the parking structure and the <br /> parking lot available to the City for public use for ten years. <br /> • On May 22, 2007, the City and County executed Amendment No. 1 to the original <br /> agreement to delete Exhibit A-Terms and Conditions of the Cooperative Agreement <br /> and replace it with Exhibit A-1. The agreement was updated to expand the City <br /> hours of operation. <br /> • On July 29, 2009, the City and County executed Amendment No. 2 to the original <br /> agreement to reserve three City on-street parking stalls on Bradford Street for use <br /> by the County for the Office of the Sheriff. <br /> In 2015, the City and County began discussions on the continued shared use of the <br /> parking garage and parking lots. These discussions led to a proposed recommended <br /> and restated agreement with the County to extend the term by an additional 15 years <br /> and to provide for an annual payment by the City to the County to cover a portion of the <br /> costs of operating the County's garage and parking lots for the City's public use. Under <br /> this agreement, the public will continue to be able to use the garage on weeknights and <br /> weekends. <br />
