9.0 - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> May 9, 2016 <br /> SUBJECT <br /> Study Session on the City's Parking and Transportation Demand Management <br /> Initiatives <br /> RECOMMENDATION <br /> Hold Study Session and provide feedback on the City's Parking and Transportation <br /> Demand Management initiatives <br /> BACKGROUND <br /> The Council reviews and provides direction on various components of the City's parking <br /> strategy on a periodic basis. Effective parking strategies can affect traffic congestion, <br /> and approaches to parking policy must be adjusted on a regular basis as usage <br /> changes. The purpose of this report is to provide an update on the City's parking and <br /> transportation demand management program initiatives. <br /> In October 2015, the Council took action on two major items related to downtown <br /> parking: increasing the parking in-lieu fee amount (paid by developers) and instituting a <br /> 2-hour parking limit for certain stretches of Broadway. Since that time, staff has <br /> continued to make progress on a number of parking-related initiatives. The following <br /> report outlines recent activities, as well as next steps. Additional information will be <br /> presented during the study session. <br /> ANALYSIS <br /> Parking Management <br /> The following actions have recently been taken related to the management of the City's <br /> parking supply: <br /> • Christian Hammack was promoted to the new, full-time Parking and Transportation <br /> Demand Manager position. <br /> • At its March 8, 2016 meeting, the Complete Streets Advisory Committee (CSAC) <br /> provided guidance on various components of the residential parking permit (RPP) <br /> program. This guidance will inform the creation of a formal policy for the <br /> establishment of new RPP areas. <br />
