9.0 - Page 5 <br /> City of Redwood City <br /> Downtown Parking Occupancy Study <br /> November 2016 <br /> The City of Redwood City requested assistance from TJKM Transportation Consultants with the collection of <br /> on-street and off-street parking occupancy data in downtown Redwood City, as well as the analysis and <br /> reporting of the collected data.This brief report summarizes the data collection efforts and findings.The <br /> Scope of Services did not include making any specific recommendations to change or improve parking <br /> operations. <br /> The City approved retaining IDAX Data Solutions for the collection of the following data: <br /> • On-Street parking occupancy and turnover data on one weekday, one Friday and one Saturday; <br /> from 8am to 10pm. <br /> • Off-Street parking occupancy on one weekday, one Friday and one Saturday, at 10am, 2pm, and <br /> 8pm. <br /> The City provided boundaries of the core area and peripheral area subject to the data collection. <br /> IDAX collected the requested data on August 26, 2015 (Wednesday),August 28, 2015 (Friday) and August <br /> 29, 2015 (Saturday). The crew reported normal weather conditions on all three days. As requested, the <br /> occupancy counts were collected every hour in the Core area and every other hour in the Periphery area. <br /> Additionally,the turnover data (length of stay)was collected for Core area only. <br /> IDAX submitted all data to TJKM for necessary quality review (QA/QC) prior to further analysis and <br /> reporting to the City. <br /> - Irking <br /> TJKM reviewed the collected data for accuracy and developed various maps, charts and graphs that <br /> summarized the parking occupancy along each block face and overall turnover of the spaces within the <br /> downtown. A high-level summary is provided below.The maps attached here show color-coded parking <br /> occupancy data within five ranges—from Green for 0-50 percent occupancy to Red for 95-100 percent <br /> occupancy. <br /> Core Area <br /> — On Wednesday and Friday, around 8am,while most of the blocks had parking availability, numerous <br /> blocks along Allerton,Winslow, Bradford and Broadway were occupied at over 95 percent capacity. As <br /> the day progressed, additional blocks registered 95 percent occupancy. By 12 noon, most of the blocks <br /> within the Core and over half of the blocks in the Peripheral area were over 95 percent occupied. <br /> — On Wednesday and Friday, around 8pm,the demand for parking along Broadway, Main and Walnut <br /> remained very high. On Friday, daytime occupancies generally mirrored the occupancy levels observed <br /> on prior Wednesday, although the evening occupancies were significantly higher.At 8pm, most of the <br /> blocks registered over 95 percent occupancy leaving a few spaces open on certain block faces. <br /> Page 1 1 <br />
