JKM 9.0 - Page 6 <br /> — On Saturday, the occupancy levels during morning hours remained low (mostly below 50 percent) and <br /> gradually increased after 12 noon. At 8 pm, most of the blocks within the Core area were at 95 percent <br /> or higher capacity. <br /> — Duration—During the three days of data collection, approximately half of the vehicles were parked for <br /> less than one hour(45 percent on Wednesday, 51 percent on Friday and 50 percent on Saturday). <br /> Approximately 20 percent of vehicles were parked for a duration between one and two hours.This <br /> suggests that on-street parking spaces are mostly utilized for short term parking (over 65 percent <br /> parked for under two hours). Although, 16-18 percent vehicles were parking between 2 to 4 hours. <br /> These vehicles should be parked at off-street locations, increasing on-street parking supply for parking <br /> under two hours. Further details are shown in Exhibit D, Figures D1, D2 and D3. <br /> Peripheral Area <br /> — While some of the blocks in the Peripheral area were not highly utilized, numerous blocks were <br /> occupied at over 95 percent capacity most of the day. Most of the "high demand" blocks are located <br /> west of the County Court House along Brewster, Fuller and Bradford. <br /> — Occupancies along blocks close to Veterans Boulevard remained low throughout the day. <br /> — On Saturday,the occupancy levels in the Peripheral area remained low throughout the day. In the <br /> evening, most of the blocks remained occupied at less than 50 percent. <br /> Additional details are provided in Exhibit—A, Figures A-1 to A-12 (by block face) and Exhibit—B, Figures B-1 <br /> and B-2 (overall for Core and Peripheral). <br /> The occupancy data was collected at all City-owned lots and the Caltrain Lot during all three days; at 10am, <br /> 2pm and 8pm. Key findings include the following: <br /> — On Wednesday, all lots, except Winslow Lot, maintained 30 percent or more open spaces <br /> accommodating parking demand throughout the day. Much higher occupancies were seen during the <br /> evening hours. <br /> — On Friday, daytime occupancies were slightly higher at all lots compared to Wednesday.The evening <br /> occupancies were very high, with all eight lots practically full at 8pm (93 percent or higher <br /> occupancies). <br /> — On Saturday,the morning demand was under 60 percent at all lots, except Winslow Lot (80 percent). At <br /> 2pm,five lots registered over 85 percent occupancy—much higher than weekdays. Five of the lots <br /> operated at full capacity around 8pm (over 90 percent occupancy). <br /> Additional details for each parking lot are shown in Exhibit-C, Figures C-1, C-2 and C-3. <br /> Besides this report and attachments,TJKM has provided all raw data to the City staff to further analysis and <br /> to develop any recommendations to better manage the parking demand. As identified above, over 35 <br /> percent of vehicles are parked on-street for over two hours. Appropriate policies and operational changes <br /> should be explored to curtail on-street parking for over two hours and thereby increasing supply for short- <br /> term parking along City streets. Any parking for duration longer than two hours should be diverted to the <br /> off-street lots and garages. <br /> Page 12 <br />
