6.1.C. - Page 2
The proposed cathodic protection upgrade project will improve the condition of and
increase the longevity of the recycled water infrastructure system. This project will install
51 new zinc anodes, replace 45 test station boards and 45 valve boxes.
Six (6) bids were received for the Cathodic Protection Upgrade of the Recycled Water
First Steps Pipeline Project by the bid deadline on April 6, 2016. The bid amounts are
summarized in the table below.
BIDDER BID AMOUNT
Corrpro Companies, Inc. - Hayward $129,842.00
American Construction and Supply, Inc. — Corte Madera $133,385.00
Casey Construction Inc. — Emerald Hills $153,370.00
Farwest Corrosion Control Inc. — Hayward $185,555.59
Exaro Technologies Co. - Burlingame $194,960.00
Alisto Engineering Group Inc. —Walnut Creek $328,917.00
ENGINEER'S ESTIMATE $135,000.00
The low bid of $129,842.00 submitted by Corrpro Companies, Inc. is 3.82% lower
than the engineer's estimate of $135,000.00 for the cost of construction. Staff
reviewed several references provided by Corrpro Companies, Inc. for similar completed
projects. The references provided satisfactory feedback in regards to accountability and
performance of the contractor. Based on the bids received and feedback from the
references, staff believes that the low bid is reasonable and recommends awarding the
contract to Corrpro Companies, Inc.
Construction is anticipated to begin in late May 2016, and conclude in July 2016.
Notification of the proposed work will be mailed to area residents, property
owners, business owners, and schools in early May 2016. The contractor is
required to distribute additional notice 14 days in advance of the start of work in their
immediate area. Updates on the progress of construction will be available on the city's
website.
ALTERNATIVES
Council may choose not to award the contract and request staff to redesign and/or offer
this project again for public bid.
FISCAL IMPACT
Funds for the Cathodic Protection Upgrade of the Recycled Water First Steps Pipeline
Project have been previously approved and appropriated in Fiscal Year 2015/16
