6.1.E. - Page l <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> May 9, 2016 <br /> SUBJECT <br /> Approve of Plans and Specifications - Hudson Street Bicycle and Pedestrian <br /> Improvements Project <br /> RECOMMENDATION <br /> By motion: <br /> 1. Approve the contract documents and plans for the Hudson Street Bicycle and <br /> Pedestrian Improvements Project; and authorize the City staff to advertise the project <br /> for construction <br /> 2. Confirm the determination that the Project is exempt from the provisions of CEQA <br /> BACKGROUND <br /> Certain segments of Hudson Street carry both a significant volume of automobile traffic <br /> and a significant amount of pedestrian and bicycle activity. The pedestrian and bicycle <br /> activity is mostly related to the nearby schools, parks and community centers. Residents <br /> around Hudson Street and members of the school community have expressed concerns <br /> about the traffic conditions and the difficulty posed to people walking across and biking <br /> along Hudson Street. <br /> With support from the City's bicycle and pedestrian working group, the City applied for <br /> and was awarded a grant from the San Mateo Transportation Authority ($532,640 from <br /> Measure A — Pedestrian and Bicycle Program). The grant allows for the design and <br /> construction of pedestrian and bicycle improvements on Hudson Street between <br /> Woodside Road and Whipple Avenue. The original design for the project included <br /> corner bulb-outs (and associated drainage modifications as needed), ADA-compliant <br /> curb ramps, enhanced crosswalk markings, school and bicycle signage, and minor <br /> signal modifications. <br /> The proposed improvements were planned and designed with support and input from <br /> community members attending two neighborhood meetings, one held in late 2014 and <br /> one in 2015. So far, the City has received positive feedback on the final design of the <br /> project. <br />
