6.1.E. - Page 2 <br /> COMMUNITY OUTREACH <br /> As part of the public outreach, the City hosted two community meetings with residents <br /> of Hudson Street and the adjacent school and business community. The first meeting <br /> held in November 2014 was well attended and provided good feedback and guidance <br /> for City staff to continue with design of the project. Through this initial meeting it was <br /> determined that the initial scope of the project needed to be expanded to address <br /> additional areas of concern for the community. This expanded project scope was shared <br /> at the second community meeting held at the end of March 2015. Staff presented final <br /> concepts to over 50 attendees from the neighborhood and adjacent community. The <br /> expanded project scope included: two raised crosswalks and a traffic circle to mitigate <br /> speeding along Hudson, a full signal upgrade at Hudson and Jefferson (all new signal <br /> equipment), additional striping at multiple intersections, and additional curb ramps. <br /> Since the second community meeting, Community Development staff have created <br /> plans and specifications for construction of the project. Additional time was given during <br /> the review period to allow the Redwood City Fire Department to review the project plans <br /> and determine if emergency vehicles would have any issues navigating the proposed <br /> improvements to Hudson Street. The Fire Department has reviewed the project plans, <br /> conducted trial runs with their vehicles on multiple occasions and supports the project <br /> design. The project plans and specifications are on file with the Clerk's Office and ready <br /> to put out for bid. <br /> Following Council approval to proceed with project construction, staff will design a <br /> webpage to describe the project and to provide project updates, including project plans, <br /> details and estimated schedule. Once created, staff will notify anyone who has inquired <br /> about the project or attended the community meetings that the webpage is online for <br /> their review. As construction begins, staff will provide updates by mail and email to <br /> residents who provided contact information at either of the community meetings. Staff <br /> will also use the changeable message signs to notify the community of pending <br /> construction. <br /> ANALYSIS <br /> Consistent with the City's complete streets goals, this project will increase pedestrian <br /> and bicycle safety via the following improvements: <br /> • Corner extensions/bulb-outs at six intersections to shorten the crossing distance <br /> and therefore the time a person walking across the street will be exposed to <br /> moving traffic. <br /> • Raised crosswalks will be installed at two intersections. <br /> • Traffic circle will be installed at the Hudson/Madison intersection. <br /> • Accessible curb ramps will be constructed at all intersections. <br /> • All the pedestrian roadway markings and signs will be updated to current <br /> standards. <br /> • Accessible pedestrian signals will be installed at the Woodside/Hudson <br /> Woodside/Hess intersections. <br />
