6.1.E. - Page 3
• A full signal replacement will be performed at the Jefferson/Hudson intersection,
including the installation of accessible pedestrian signals.
The roadway pavement on Hudson Street north of Jefferson Avenue is due for
resurfacing, and a slurry seal has been incorporated into the scope of the project.
City staff is now ready to begin the advertisement and bidding process. Construction is
planned to begin during summer 2016.
ALTERNATIVES
Council may elect not to approve the project plans and specifications as proposed and
direct staff to redesign the project scope or modify the scope of work.
FISCAL IMPACT
Approving contract documents and plans and advertising the project does not require
an allocation of funding. After a successful bidding process, staff will return to
recommend an award of the construction contract, and will request the City Council
obligate funds to complete the construction of the project.
The original engineering estimate for the project at the time of grant approval was
$665,800. Due to the expanded scope of the project as described above, the current
engineering estimate for the project has increased to $1 ,313,600.
Funds for the Hudson Street Bicycle and Pedestrian Improvements Project have been
previously approved and appropriated in the Gas Tax Construction Fund, the
Transportation Fund, and the Traffic Mitigation Fees Fund in the amount of $665,800.
This consisted of $532,640 from the approved grant and Redwood City's agreed match
of at least 20% or approximately $133,000. Due to the increased scope of the project,
additional funds in the estimated amount of $647,800 from the Gas Tax Construction
Fund will need to be reallocated to fund the full construction of the project.
ENVIRONMENTAL REVIEW
As the lead agency, City of Redwood City has determined that the Hudson Street
Bicycle and Pedestrian Improvements Project meets the CEQA exemption criteria as
set forth in Section 15301 , (Existing Facilities). Furthermore, this project has been
designed in compliance with the City's Engineering Standards and accepted practices.
