Proposed <br /> City of Redwood City <br /> January 1977 <br /> DIRECTOR OF FINANCE <br /> DEFINITION <br /> • <br /> Under the direction of the City Council , plans , administers , and directs <br /> the financial management activities of the City , including the general <br /> accounting systems , preparation and administration of the annual budget , <br /> internal auditing and financial reporting , and revenue collection and <br /> utility billing ; performs related work as required . <br /> DISTINGUISHING CHARACTERISTICS <br /> This management classification is responsible for ` the planning , organi- <br /> zation , coordination , and direction of a comprehensive program of <br /> municipal finance administration , including accounting and budgeting , <br /> purchasing , data processing , cash and risk management . The incumbent <br /> is also responsible for City revenue collection and payment activities , <br /> utility billing , the bonding and investment program , and business <br /> licensing . The position requires the exercise of independent judgment <br /> in the interpretation and application of pertinent laws and regulations , <br /> and the use of considerable tact and diplomacy in public contact situa- <br /> tions . Periodic financial reports and statements are made to the City <br /> Manager and City Council , and work is reviewed through conferences <br /> with the City Manager and/or the City Council in accordance with estab- <br /> lished policies and procedures and statutory regulations . <br /> EXAMPLES OF DUTIES ( Illustrative only ) <br /> Directs the establishment , improvement , and coordination of the various <br /> City financial systems and procedures ; directs preparation of the annual <br /> budget ; plans , directs , and exercises general supervision over the work <br /> of clerical and staff personnel ; supervises the preparation of payrolls , <br /> accounts receivable and payable , billing , and licensing in a manner con- <br /> sistent with established and accepted municipal accounting principles <br /> and practices ; directs the City ' s data processing and purchasing func- <br /> tions ; prepares regular and special financial reports and fiscal reports <br /> for City Manager and Council review , and makes recommendations for <br /> action accordingly ; confers with other City officials on financial <br /> matters ; administers the financial aspects of the City ' s risk management <br /> program ; administers the City ' s long- term and short- term investment <br /> program; deals with the public in matters involving City financial <br /> affairs ; <br /> REQUIRED KNOWLEDGE , SKILLS , AND ABILITIES <br /> Comprehensive knowledge of the principles and practices of municipal <br /> accounting and fiscal management ; knowledge of taxation and revenue <br /> codes and procedures ; knowledge of the principles , practices , and <br /> statutory limitations relating to investments and bonding ; some famili- <br /> arity with electronic data processing ; ability to prepare , analyze , <br /> and present accurate and informative financial reports and statements ; <br /> ability to direct the City budgeting process ; ability to establish and <br /> maintain efficient collection , utility billing , and treasury systems ; <br /> ability to establish , maintain , analyze and revise municipal financial <br /> records ; ability to effectively plan , coordinate , direct , and evaluate <br /> " EXHIBIT H " <br />
