( j ) All industrial and commercial water users are urged <br /> to evaluate their water using processes in order to <br /> eliminate water waste , and to observe water conservation <br /> practices , including water recycling ; and <br /> (k ) Such other measures , techniques , and devices as shall <br /> serve the purposes of water conservation . <br /> 3 . This resolution , and the guidelines herein promulgated , <br /> shall be effective upon adoption hereof and shall remain in effect <br /> until further or other order of this Council . <br />
