RESOLUTION NO. 16-06 <br /> A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br /> REDWOOD CITY CERTIFYING THE FINAL ENVIRONMENTAL IMPACT <br /> REPORT FOR THE ORACLE DESIGN TECH HIGH SCHOOL LOCATED AT <br /> 275 ORACLE PARKWAY; ADOPTING CEQA FINDINGS OF FACT; AND <br /> ADOPTING A MITIGATION MONITORING AND REPORTING PLAN, ALL IN <br /> ACCORDANCE WITH THE REQUIREMENTS OF THE CALIFORNIA <br /> ENVIRONMENTAL QUALITY ACT <br /> WHEREAS, Oracle Education Foundation on behalf of Design Tech High School has <br /> applied for approval of a Planned Development Permit Amendment, Use Permit, Architectural <br /> Permit, and Tentative Map to construct a new two-story 64,000 sq. ft. building for the Design <br /> Tech High School at the Oracle Redwood Shores Campus located at 275 Oracle Parkway, the <br /> vacant lot across from 350 Oracle Parkway. The proposal also entails a 35-space surface <br /> parking lot with 20 drop-off spaces and 28 bicycle spaces (the "Project"); and <br /> WHEREAS, the City determined that the Project required the preparation of a Final <br /> Environmental Impact Report (the "FEIR"), pursuant to the requirements of the California <br /> Environmental Quality Act (Public Resources Code Section 21000 et seq.; hereafter, "CEQA"), <br /> the Guidelines for Implementation of the California Environmental Quality Act (Title 14, Sections <br /> 15000 et seq. of the California Code of Regulations; hereafter, the "CEQA Guidelines"); and <br /> WHEREAS, from July 13, 2015 through August 12, 2015 the City held a public review <br /> period on the Notice of Preparation (NOP) for the Project EIR. The City mailed, published and <br /> posted on its website a NOP to notify responsible agencies of the State Office of Planning and <br /> Research, surrounding property owners and tenants, neighborhood association chairpersons <br /> and interested parties that an EIR would be prepared for the Project; and <br /> WHEREAS, on July 21, 2015 the Planning Commission held a public Scoping Session <br /> on the Project EIR that served as a forum for the Planning Commission and public to comment <br /> on the NOP, to learn about the Project and discuss environmental issues that should be <br /> addressed in the EIR; and <br /> WHEREAS, on November 18, 2015 and on February 1, 2016, the Architectural Advisory <br /> Committee (AAC) held public hearings to discuss the Project aesthetics. The AAC reviewed <br /> and unanimously recommended Planning Commission approval of the project's architectural <br /> design with comments; and <br /> WHEREAS, on July 22, 2015, October 29, 2015, and January 11, 2016, the applicant <br /> hosted community meetings and on April 16, 2016, the Redwood Shores Community <br /> Association hosted a community meeting. All meetings provided opportunities for the public to <br /> engage with the applicant team, learn about the project, and obtain responses to question about <br /> the school and the proposed project; and <br /> WHEREAS, the Draft Environmental Impact Report for the Project ("DEIR") was <br /> circulated for public review and comment for 45 days beginning on January 25, 2016 and <br /> ending on March 10, 2016, and was filed with the State Office of Planning & Research under <br /> State Clearinghouse No. 2015072026; and <br /> ATTY/RES0.0036/PC RESO CERTIFYING EIR—ORACLE DESIGN TECH HIGH SCHOOL <br /> REV:04-29-16 VR <br /> Page 1 of 31 <br />
