RESOLUTION NO. 16-06 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF REDWOOD CITY CERTIFYING THE FINAL ENVIRONMENTAL IMPACT REPORT FOR THE ORACLE DESIGN TECH HIGH SCHOOL LOCATED AT 275 ORACLE PARKWAY; ADOPTING CEQA FINDINGS OF FACT; AND ADOPTING A MITIGATION MONITORING AND REPORTING PLAN, ALL IN ACCORDANCE WITH THE REQUIREMENTS OF THE CALIFORNIA ENVIRONMENTAL QUALITY ACT WHEREAS, Oracle Education Foundation on behalf of Design Tech High School has applied for approval of a Planned Development Permit Amendment, Use Permit, Architectural Permit, and Tentative Map to construct a new two-story 64,000 sq. ft. building for the Design Tech High School at the Oracle Redwood Shores Campus located at 275 Oracle Parkway, the vacant lot across from 350 Oracle Parkway. The proposal also entails a 35-space surface parking lot with 20 drop-off spaces and 28 bicycle spaces (the "Project"); and WHEREAS, the City determined that the Project required the preparation of a Final Environmental Impact Report (the "FEIR"), pursuant to the requirements of the California Environmental Quality Act (Public Resources Code Section 21000 et seq.; hereafter, "CEQA"), the Guidelines for Implementation of the California Environmental Quality Act (Title 14, Sections 15000 et seq. of the California Code of Regulations; hereafter, the "CEQA Guidelines"); and WHEREAS, from July 13, 2015 through August 12, 2015 the City held a public review period on the Notice of Preparation (NOP) for the Project EIR. The City mailed, published and posted on its website a NOP to notify responsible agencies of the State Office of Planning and Research, surrounding property owners and tenants, neighborhood association chairpersons and interested parties that an EIR would be prepared for the Project; and WHEREAS, on July 21, 2015 the Planning Commission held a public Scoping Session on the Project EIR that served as a forum for the Planning Commission and public to comment on the NOP, to learn about the Project and discuss environmental issues that should be addressed in the EIR; and WHEREAS, on November 18, 2015 and on February 1, 2016, the Architectural Advisory Committee (AAC) held public hearings to discuss the Project aesthetics. The AAC reviewed and unanimously recommended Planning Commission approval of the project's architectural design with comments; and WHEREAS, on July 22, 2015, October 29, 2015, and January 11, 2016, the applicant hosted community meetings and on April 16, 2016, the Redwood Shores Community Association hosted a community meeting. All meetings provided opportunities for the public to engage with the applicant team, learn about the project, and obtain responses to question about the school and the proposed project; and WHEREAS, the Draft Environmental Impact Report for the Project ("DEIR") was circulated for public review and comment for 45 days beginning on January 25, 2016 and ending on March 10, 2016, and was filed with the State Office of Planning & Research under State Clearinghouse No. 2015072026; and ATTY/RES0.0036/PC RESO CERTIFYING EIR—ORACLE DESIGN TECH HIGH SCHOOL REV:04-29-16 VR Page 1 of 31
