Exhibit B <br /> FINDINGS REGUARDING ALTERNATIVES <br /> Summary of Discussion of Alternatives in the Final EIR <br /> The FEIR evaluates a number of potential alternatives to the Project The EIR examines the <br /> environmental impacts of each alternative in comparison with the Project and the relative ability <br /> of each alternative to satisfy project objectives <br /> The EIR also describes the criteria used to identify a range of reasonable alternatives for review <br /> in the EIR and describes proposals that the City concluded did not merit additional more detail- <br /> oriented review because they did not present viable alternatives to the Project. <br /> The Planning Commission's Findings Relating to Alternatives <br /> In making these findings, the Planning Commission certifies that it has independently reviewed <br /> and considered the information on alternatives provided in the FEIR including the information <br /> provided in comments on the DEIR and the responses to those comments in the FEIR. The <br /> FEIR discussion and analysis of these alternatives is not repeated in these findings but the <br /> discussion and analysis of the alternatives in the FEIR is incorporated in these findings by <br /> reference. <br /> The FEIR describes and evaluates five alternatives to the Project. The Planning Commission <br /> finds that only the Project would satisfy all of the Project Objectives. The Planning Commission <br /> finds that the remaining alternatives are unable to satisfy the project objectives to the same <br /> degree as the Project. The Planning Commission further finds that on balance none of the <br /> remaining alternatives has environmental advantages over the Project that are sufficiently great <br /> to justify approval of such an alternative instead of the Project in light of each such alternative <br /> inability to satisfy the project objectives to the same degree as the Project. Accordingly the <br /> Planning Commission has determined to approve the Project instead of approving one of the <br /> remaining alternatives. <br /> In making this determination the Planning Commission finds that when compared to the other <br /> alternatives described and evaluated in the FEIR, the Project as mitigated provides a <br /> reasonable balance between fully satisfying the project objectives and reducing potential <br /> environmental impacts to an acceptable level. The Planning Commission further finds and <br /> determines that the Project should be approved rather than one of the other alternatives for the <br /> reasons set forth below. <br /> Description of Project Objectives <br /> The Applicant's project objectives are to: <br /> 1. Provide a new permanent home to a forward-thinking educational institution with careful <br /> consideration of its long term needs, growing student population and commitment to <br /> quality education. <br /> 2.
