3. Create a state-of-art high school facility that benefits from proximity to an established <br /> technology company campus and sharing of its existing facilities and built <br /> infrastructures. <br /> 4. Create a safe and healthy learning environment(both indoor and outdoor)that address <br /> site and natural hazards, campus security, emergency access, pedestrian safety, IT <br /> infrastructure, use of sound construction methods and building materials. <br /> 5. Develop a building project that is compatible with the natural settings of the site, <br /> addressing existing campus' circulation, use patterns and aesthetics, as well as, <br /> preserving public access to the site. <br /> 6. Develop a sustainable building project with emphasis on the adoption of appropriate <br /> green building standards and technologies, the creation of a water-use sensitive <br /> ecological/building environment and the significant use of public and shared <br /> transportation. <br /> 7. Develop a building project with ample amount of outdoor space and amenities that foster <br /> learning and benefit both the communities and the school. <br /> 8. Ensure that the fore-mentioned goals could be achieved through comprehensive <br /> community outreach, student/teacher/parent's participation in the design process and <br /> amendments to existing use permits and site development standards. <br /> The City's project objectives are to: <br /> 1. Promote the quality of schools in Redwood City <br /> 2. Enhance and preserve the City's natural resources and the public's access to them. <br /> Discussion and Findings Relating to the Alternatives <br /> The FEIR evaluates the proposed project against five (5) alternatives, summarized below <br /> (Section 7, pg. 147-154 of the DEIR). Of these, the Design alternative is the environmentally <br /> superior alternative as it would not generate any new significant impacts and would avoid <br /> construction related impacts. <br /> a. No Project: In this analysis, the evaluation is based on the site in its current <br /> configuration without the proposed project. While this alternative would have less <br /> impact than those identified in this DEIR, it does not meet any of the project <br /> objectives. In addition, if the property were redeveloped in accordance with the <br /> Zoning and General Plan, it would have comparable impacts to the proposed <br /> project. <br /> b. Design Alternative: The DEIR evaluated a taller, more compact project design <br /> that is setback further from sensitive habitat. This alternative would meet the <br /> project objectives and maintain more open space. While it would reduce <br /> construction related impacts, it would increase impacts to bird species. These <br /> impacts could be reduced to a less than significant level with mitigations. <br /> c. Offsite Alternative 1: The DEIR evaluated a vacant parcel located within the City <br /> of Belmont at Concourse Drive and Island Parkway. This alternative site is <br /> located closer to Highway 101, which would result in higher exposure to TAC <br /> emissions. While alternative would meet the project objectives and avoid impacts <br /> to sensitive habitats and protected species, construction related impacts would <br /> be comparable.
