The Project carries out the purpose and intent of the Planned <br /> Development ordinance, in that: <br /> a. The proposed development provides an environment of physical and <br /> functional desirability, in harmony with the character of the surrounding <br /> neighborhood or district. <br /> The proposal is sited closer to the frontage to allow more preservation of the <br /> natural habitat and public open space near the slough. Compliance with the <br /> front yard setbacks would have greater impacts on the public and physical <br /> environment. The parking reduction minimizes impacts to the constrained <br /> site and natural setting by only providing the minimum needed based on the <br /> project's no-driving policy for students. The General Plan encourages <br /> alternatives to single-occupancy vehicular trips. Compliance with the <br /> required parking would entail an expansive surface parking lot or multi-level <br /> parking structure, which would have greater impacts on the physical <br /> environment its natural setting adjacent to the slough. <br /> b. The proposed development carries out the objectives of the Planned <br /> Development Permits ordinance. <br /> Consistent with the ordinance's objectives, the proposal is responsive to the <br /> project's setting and incorporates high quality design and durable materials <br /> to withstand the environmental elements. The building design takes cues <br /> from the Oracle Convention Center, located across the street from the <br /> subject site, and from its natural setting. As such, in utilizes metal banding, <br /> large expanses of glass, and wood-like materials to create a design to blend <br /> both environments. The proposal includes outdoor facilities for the students <br /> which blends with the public setting, and is available for public use during <br /> evenings and weekends, Proposed vegetation would be native to the area <br /> and appropriate for the slough habitat. <br /> c. The proposed development is consistent with the approval of the original <br /> Planned Development for the area. <br /> The proposal is consistent with the original Planned Development approval, <br /> which called for development of this parcel with a similar use. The project is <br /> consistent with the project's conditions of approval, master plan <br /> development square footage and layout, and the project's intent. The <br /> proposed design maintains the architectural character of the campus while <br /> relating to its natural setting adjacent to the slough. Consistent with the <br /> original PD, the project would have an aggressive transportation demand <br /> management program and would utilize existing campus services, such as <br /> the shuttle, fitness center, and kitchen. This shared approach allows for a <br /> more compact proposal and more preservation of open space. <br /> Section 3. Use Permit UP2015-13: The proposed use is permitted in the CP <br /> zoning district upon issuance of a Use Permit. A Use Permit shall be granted only if the <br /> Planning Commission makes the following findings: <br /> 1.
