The proposed use is consistent with the applicable elements and objectives
of the General Plan, the CP zoning designation, and the Planned
Development for the Oracle Campus. The use provides a high school
option within the Redwood Shores where there otherwise is none. The
school shares some of the Oracle facilities, including the fitness center,
shuttle service, and kitchen. In addition, the school's intersession program
incorporates technology and design-thinking, which Oracle has been a party
of.
2. That the proposed use is compatible with surrounding uses.
The proposed high school is compatible with the surrounding uses, including
the office campus to the south, and residential uses to the north. The
school is a closed campus, so students would not be permitted to roam the
office campus without adult supervision. The school's outdoor facilities are
designed to blend with the public Bay Trail and are accessible for public use
during evenings and weekends. The use along the slough bring an
educational component and activation to the area.
3. That the use and its associated structures and facilities will not be
detrimental to the public health or safety, the general welfare, or the
environment.
The proposed use, two-story building, and associated facilities have been
designed to be harmonious with the existing environment. Proposed
landscaping would be native to the area, the building has large areas of
transparency to allow views into and through the building to create an active
frontage and maximize views to the shore, paths are incorporated to provide
connections to the Bay Trail, and additional public amenities are provided to
support its existing use.
4. That the use and facilities will not adversely affect or conflict with adjacent
uses or impede the normal development of surrounding property.
The use and facilities are designed around existing uses so that they would
not affect or conflict with adjacent uses. The parking and circulation is
designed based on the recommendations of the Traffic Impact Analysis and
the no-driving policy for students would reduce impacts to parking and
traffic. The Bay Trail would be improved around the project site, and public
parking would be relocated adjacent to existing public parking. The
proposed outdoor facilities and parking lot would be available to the public
during evenings and weekends.
5. That adequate public and private facilities such as utilities, landscaping,
parking spaces and traffic circulation measures are or will be provided for
the proposed use.
The proposed outdoor facilities and landscaping are designed to blend with
the public facilities and open space. The goal is for a seamless transition
from public to private space. While outdoor recreational areas are not
proposed, the students would share Oracle's fitness center and use the
existing public facilities located nearby. The campus is currently served with
ATTY/RESO.2037/PC RESO APPROVING THE PROJECT FOR ORACLE DESIGN TECH HIGH SCHOOL
REV:05-06-16 VR
