needed utilities to serve the site. Traffic and circulation have been evaluated <br /> through a Traffic Impact Analysis and an EiR and found not to pose a <br /> significant impact. Parking spaces are not per the City's code; however are <br /> designed based on the school's no-driving policy, with drop-off spaces, a <br /> shuttle program, adjacency to a walking/biking trail, and more bicycling <br /> spaces than required by code. <br /> 6. Other findings required to be made in specific zoning districts as set forth in <br /> the Zoning Code. <br /> No other findings are required in the CP zoning district. <br /> Section 4. Architectural Permit AP2015-63: Development of a new building in a <br /> non-residentially zoned district requires an Architectural Permit. An Architectural Permit <br /> shall be granted only if the Planning Commission makes the following findings: <br /> 1. The existence of sufficient variety in the design of the structure and grounds <br /> to avoid monotony in the external appearance; <br /> The proposed building is designed with articulated elevations, mixed <br /> materials, and varied roof heights to create variety in design that is <br /> harmonious throughout. The use of transparent materials create active <br /> frontages and allow the building to showcase the creativity of the use <br /> within. <br /> 2. The size and design of the structure shall be considered for the purpose of <br /> determining that the structure is in proportion to its building site and that it <br /> has a balance and unity among its external features so as to present a <br /> harmonious appearance; <br /> The proposed two-story building provides a transition from the more <br /> intensive office development to the south and less intensive residential <br /> development to the north. One-story elements are incorporated on the north <br /> elevation to create a softer, more pedestrians scaled façade facing the <br /> slough and bay trails. The applicant has worked with BCDC and their <br /> Design Board to ensure that the design provides through the building to <br /> create an interesting environment for trail users and to maximize views to <br /> the slough. Use of wood-like materials are incorporated to reflect the <br /> natural setting. <br /> 3. The extent to which the structure conforms to the general character of other <br /> structures in the vicinity insofar as the character can be ascertained and is <br /> found to be architecturally desirable; <br /> The building design takes cues from the Oracle Convention Center, located <br /> across the street from the subject site, and from its natural setting. As <br /> such, in utilizes metal banding, large expanses of glass, and wood-like <br /> materials to create a design to blend both environments. <br /> 4.
