Ms. Vaughn stated that is correct. Council Member Aguirre asked how the parking <br /> structure is accessed. Ms. Vaughn stated that there will be a garage door on the � <br /> Hamilton fa�ade where the trucks can pull into the tunnel. � <br /> Council Member Bain asked about how much is in the fund for parking currently and <br /> how much it will be with this project. Ms. Vaughn stated that the last time she checked <br /> there was $434 thousand in the fund. A few recently approved projects will put more <br /> money into that fund. Mr. Aknin stated that this would have a net of$350 thousand that <br /> would go into the parking in-lieu fund. With the projects that have already been <br /> approved there is enough money for a substantial down payment on a downtown <br /> parking garage. Council Member Bain stated that a surface lot or restriping won't be <br /> enough to address parking. He stated that there needs to be another garage and there <br /> will need to be more money in that fund than what is currently there. He stated that the <br /> goal is to have people take alternate transportation. He asked if there's anything the <br /> City can require in terms of tenants incentivizing their employees to take alternate <br /> transportation. <br /> Ms. Vaughn stated that a Condition of Approval for this project is a Transportation <br /> Demand Management (TDM) requirement which has been required in all of the <br /> downtown projects. A Transportation Demand Management plan is a menu of options <br /> that can be put into place to incentivize alternative transportation. The City requires <br /> annual reports as well as installed sensors in parking garages so the City can get data <br /> on the garages and indicate where there is available parking. <br /> � <br /> Council Member Pierce asked if there is more up-to-date data on train usage and <br /> patterns of behavior of new employees in the office buildings. Mr. Aknin stated that � <br /> Ume in downtown Redwood City has a 34-40% drive-alone rate. When people say that <br /> CalTrain is at capacity, that means people are standing on the bullet trains, but not that <br /> they are full. Palo Alto, which is similar to Redwood Csty, released a Street Intercept <br /> Survey which found that, including retail employees, there is a 55% drive-alone rate. <br /> He stated that it's not just CalTrain, but people walking, taking bikes, taking a shuttle. <br /> He stated that parking will be fully used but it's not that under-parked considering it is <br /> next to a train station, because people are changing how they travel. <br /> Council Member Pierce stated that the City should monitor the new buildings to ensure <br /> that people are using alternate modes, and there needs to be a mechanism for <br /> encouraging multi-transportation models. Mr. Aknin stated that the City will get <br /> qualitative and quantitative data. Council Member Pierce stated that community <br /> members are concerned that the employees will have parking or alternative <br /> transportation, and residents are also concerned about having parking if they do need to <br /> drive. Mr. Aknin stated that one problem is daytime office parking, which has not been <br /> a huge issue right now because there is still long-term space. Then there is peak <br /> parking such as event parking and then there is retail parking. The City could restripe <br /> but there are probably 40-50 spaces that could be regained by restriping. He stated <br /> that the City needs to manage parking better to let people know where parking is in real <br /> time.
