Ellen Barton said she appreciated the open communication between members of the
City Council and the community and she believed the changes to Farm Hill Boulevard
would improve health and safety for residents and drivers.
Matthew Self said that the addition of the bike lanes would mean less damage to cars
parked alongside the road and that although he felt that some of the proposed design
had flaws, he was encouraged by the possibility of positive changes to the road.
Hyla Lacefield suggested that speed be evaluated at various points along Farm Hill
Boulevard, and not just in one specific location.
Dennis DiMarco opined that the only way to improve the people violating traffic laws
along Farm Hill Boulevard would be to have more visible law enforcement issuing
citations.
Heidi Von Briel said she drove Farm Hill Boulevard daily and had observed positive
changes for pedestrians but had also observed that driving had become more
congested due to the changes to one-lane roads and the stops for pedestrians and
bikers.
Debbie Parenti said she was concerned about the future impact on traffic in Redwood
City when the new apartment buildings in downtown are fully occupied. Ms. Parenti
requested that more law enforcement be placed at key spots along Farm Hill Boulevard.
Dan Bishop said he was opposed to the pilot program due to the timing of the project
interfering with the development of major apartment complexes in downtown Redwood
City. Mr. Bishop said once the apartments were occupied he believed that traffic would
increase and that the proposed changes to a major thoroughfare would provide a
negative impact to the city.
Aldo Parenti suggested that an increase in law enforcement might increase public
safety.
David Reis said he would like more data to backup statements he had received from city
staff regarding an alleviation of traffic along parts of Farm Hill Boulevard that had been
lengthened.
Elise Dixon said she had not seen an increase in traffic congestion during her daily drive
along Farm Hill Boulevard and she felt the road had been made safer for pedestrians
and bicyclists since the pilot program had begun. Ms. Dixon said she would like to see
the program through its completion and wanted to review the data collected at the end
of the program.
Rebecca Ratcliff said she was concerned about the risk of accident and injury when
driving on Farm Hill Boulevard and said she would like more time for the public to adapt
to the changes before new construction began. Ms. Ratcliff suggested that staff should
collect data during the time of no construction to determine if the changes that had ,,,,
already been made were effective or not.

SPECIAL JOINT CITY COUNCIUSUCCESSOR AGENCY BOARD/ September 21, 2015
PUBLIC FINANCING AUTHORITY MEETING MINUTES PAGE 7
MINUTE BOOK NO. 65
Page No. 483
