'� <br /> � <br /> Aaron Aknin spoke about downtown parking and possible solutions. He explained that there are � <br /> three types of parking, employee, visitor and event parking. Mr. Aknin notes that there is work to <br /> do for visitor and event parking to make it easier, but for day time parking, there are a lot of <br /> vacant spaces. In the last few months, Mr. Aknin has walked the garages once a week to look at <br /> the parking trends. He showed pictures of the Marshall and the Jefferson Garages around lunch <br /> time, which he explains is the peak hour for powntown parking, and the top floor of the Marshall <br /> Garage and the second floor of the Jefferson Garage are mostly vacant. <br /> Mr. Aknin addressed some short-term and long-term possibilities to accommodate visitor <br /> parking. The short-term possibilities are short-term (2 hour) parking along Broadway, improved <br /> equipment, parking meters and garage equipment, residential parking permits, valet parking, <br /> and satellite parking, where employees could park outside of downtown and take a shuttle. <br /> Some long-term possibilities are a new county garage of 900 spaces to help with jury parking, <br /> extending the Jefferson garage, create District-wide Transportation Demand Management <br /> strategies and work with employers to get people out of their cars. Mr. Arkin repeats that the in- <br /> lieu fees can be used to increase parking, instead of using general funds, which could be used <br /> for other high demand items. <br /> Vice Mayor Foust asked Aaron to touch on a couple of points, the 900 spaces, the number of <br /> employees relocating to Redwood City, and that 45% of the work force has single occupancy <br /> vehicles. Mr. Aknin explains that the parking spaces are 3 per 1000 sq. ft. creating 900 spaces. <br /> The garage will be used by Box employees during the day time hours and the public will have <br /> access to the garage in the evenings and weekends, as explained in the Downtown Precise ""� <br /> Plan. He also explains that between 900-1000 employees are currently in the Los Altos office <br /> and will be relocating to the Redwood City location. At their current location, they have 300 •+� <br /> onsite parking spaces and use other methods of transportation. <br /> Vice Mayor Foust inquired if there have been discussions about the current employees taking <br /> public transportation will be getting off in Redwood City, not Mountain View, causing a different <br /> commute pattern. Mr. Aknin explains that it won't be new people on the CalTrain, instead of <br /> ridding to Mountain View, they would ride to Redwood City, which is a different commute <br /> pattern. Vice Mayor Foust asked that part of the decision the Council took into consideration <br /> was that the Box building was going to be parked at 3 to 1000 sq. ft. and have the spaces <br /> available for nights and weekends. Mr. Aknin explained that at that time the biggest factor was <br /> event parking, and that the 900 spaces helps relieve that and its one of the reasons the project <br /> was approved. Vice Mayor Foust asked if they hadn't taken any in-lieu fees and parked it to <br /> what it should be parked and Mr. Aknin stated that the building was parked per the code. <br /> Council Member Seybert commented that they are achieving low drive alone rates in an area <br /> where reaching public transit is difficult and suggests that it could be assumed that the drive- <br /> alone rate will stay the same or improve with the closer location to station. Mr. Aknin agreed with <br /> him. Council Member Seybert asked what the total number of employees would be at the Box <br /> building. Mr. Aknin shared about 1,200 employees; Box subleased a part of the building. <br /> Council Member Seybert estimated that 40% drive alone rate of 1,200 is 480, with 900 spaces <br /> available. He also asks when visitor and event parking is lacking? Mr. Aknin explained that the <br /> garages have the biggest crunches for events, like the Friday night concerts.
