Council Member Pierce recalled that at one point they were not issuing parking permits for <br /> smaller employers with employees parking on the street because they don't have access to a <br /> larger garage. She also asked if those are still limited or are there more efforts we could do to <br /> get those employees of the streets and into the parking garage. Mr. Aknin explained that those <br /> who request #he permits are able to obtain them. Council Member Pierce also mentioned the <br /> moving of the City vehicles to the library lot, behind the Library, and that there are some nights <br /> where there is no parking. She suggests that shifting the vehicles somewhere else might be <br /> something to look into. <br /> Council Member Bain asked about CalTrains plans to expand because it's been said that the <br /> baby bullet and commuter trains are full. Mr. Aknin explained that the trains are at capacity, <br /> meaning people are standing and they a�e crowded. Currently, there is the CalTrain <br /> Monetarization project scheduled to be complete in 2021 and will increase peak capacity. There <br /> is still room on the local trains, but people are standing on peak hour trains. <br /> Council Member Bain asked Mr. Aknin to speak about the last time they conducted a traffic <br /> study and what area was involved in that study. Mr. Aknin shared that a traffic study was done <br /> as part of the Downtown Precise Plan EIR. He also explained that with each project has a traffic <br /> impact analysis done. He also shared that the last time this was done was for the most recent <br /> application that was turned in. He states that this application did have a traffic impact analysis <br /> and studied additional intersections to make sure that they were not going to exceed what was <br /> projected within the plan. Council Member Bain asked for clarification on the scope of the traffic <br /> study. <br /> Jessica Manzi, Transportation Manager, addressed the question clarifying that downtown <br /> "`"' projects, the focus of the analysis is evaluating whether the specific project is consistent with the <br /> analysis in the Downtown Precise Plan EIR. That analysis did look at the intersections outside <br /> �•• the downtown area. For project located outside of downtown, it depends on the location. <br /> Council Member Bain asked about commuters getting off of 101 and 280 and taking the streets <br /> to get to downtown, and if that was taken into account. <br /> Mr. Aknin shared that the Downtown Precise Plan did go outside of downtown itself, but didn't <br /> go as far into the residential neighborhoods as residents had hoped for. There were analyses <br /> done for intersections outside of downtown, but not to a stop sign in certain neighborhoods. The <br /> Downtown Precise Plan traffic study was done in 2010. <br /> Council Member Bain asked about the amount of in-lieu parking account, not taking into account <br /> the 2.95 million from the current project. Mr. Aknin shared that before this project there was <br /> approximately $400,000, another project is giving about 2.5 million. Council Member Bain <br /> asked about the next project being looked at and where it stands because the cap for office <br /> space has is almost met. <br /> Mr. Aknin explained that the next project is the Lane Partners Project, which is the Powerhouse <br /> Gym site and will be just below the cap and will be the last project allowed from an office stand <br /> point within the Downtown Precise Plan. Council Member Aguirre asked what would 2.95 million <br /> buys us in terms of a new parking structure. Mr. Aknin explained that to underground it would <br /> be roughly 50-60 thousand per space and above ground would be 20-33 thousand per space. <br /> Also, the more area you have in terms of floor, the easier it is to not have space dedicated to <br /> ramping and that decreases cost. <br /> Vice Mayor Foust asked Mr. Aknin to comment on a mechanized parking system and Mr. Aknin <br /> JOINT CITY COUNCIUSUCCESSOR AGENCY BOARD/ September 28, 2015 <br /> PUBLIC FINANCING AUTHORITY MEETING MINUTES PAGE 9 <br /> MINUTE BOOK NO. 66 <br /> Page No. 09 <br />
