said that residents have suggested parking lifts to help meet parking requirement in the area. <br /> The disadvantage to that is that the public will not use those spaces for event, night, or weekend <br /> parking and the City would not receive the in-lieu fees. Vice Mayor Foust also suggested <br /> getting statistics from other cities that use mechanized parking. <br /> Public Comment <br /> Pamela Estes, President of Redwood City Parks and Arts Foundation, was permitted to speak <br /> before the Applicant and the Appellants. She shared that the Applicant had pledged to <br /> contribute to the Redwood City Parks and Arts Foundation $1,250,000 to be donated upon <br /> receipt of a building permit for the 601 Marshall project. This donation, along with the amount in <br /> the form of a contribution to the Redwood City Parks, Recreation, and Community Services <br /> Department total $1,000,000 and allows them to begin a development process for a Downtown <br /> public green space. <br /> The applicant (Mr. DoStart) explained how they worked with the City and took into account the <br /> feedback from the public. The feedback allowed them to create a good design. They also found <br /> creative ways to give back to the community by supporting affordable housing, public art, the <br /> History Museum, local non-profits, and pedestrian improvements. The representative mentioned <br /> that settlement agreements have been reached for all thre� appeals. He explained the proposed <br /> new design, for an 8 story building instead of 9, with one deviation from the guidelines. He <br /> explains the design details that were inspired by the History Museum and courthouse square. <br /> Also, the applicant will have free validated parking for visitors to the History Museum during <br /> public parking hours. The applicant also has a transportation demand management plan that <br /> takes advantage of all the transit options available in downtown, proving bike storage, carpool <br /> parking, and other incentives. Public parking will be available nights and weekends, and in-lieu <br /> fees can fund new public spaces that would be available during work hours. '"""� <br /> Council Member Pierce asked if the open space above the garage will be open to the public. � <br /> The applicant explained that is tenant space; they didn't have access or egress because it cuts <br /> across the building. Vice Mayor Foust asked how much of a reduction in square foot of o�ce <br /> space has been done. The applicant says roughly about 12,000 ft. <br /> Geoff Carr, appellant, owns 605 Middlefield Road and said that the things going on downtown <br /> are increasing the usage of water. He also shared an image from the downtown precise plan <br /> showing what downtown would look like. He said that the first design did not look the images <br /> provided in the plan and suggests that the new alternative is a good compromise. <br /> Tanya Golesserian, speaking on behalf of J & S Management, the owners and operators of 701 <br /> Marshall Street. Reminded the Council of the joint letter sent to them by J & Management and <br /> the Applicant, explaining that they had come to an agreement. The letter provided the 17 <br /> additional measures for approval that would contribute to the community. If ineasures are <br /> approved by Council, they will no longer attest the approval. <br /> Mayor Gee asked if there was anyone present to speak for the third appellant, Richard and Sally <br /> Keys. There was no response and Mayor Gee said that they had received a letter the week <br /> before, where they withdrew their appeal indicating that they had come to an agreement with the <br /> applicant. <br /> Edward Sepulveda is a renter of 621 Middlefield Road and said that the original plan was not <br /> what has been shown. Beginning in late 2013 or early 2014 they were drilling into their parking � <br /> lot to see what was underneath it, and does not agree with the proposed plan.
