A4. Initial Study / Notice of Preparation <br /> <br />EDAW will prepare a Notice of Preparation (NOP) for the Downtown Area Plan & Housing Element <br />EIR, as required by CEQA. The NOP will include all project and notification information required <br />by the CEQA Guidelines. In addition, the NOP will include an Initial Study (IS) checklist using the <br />most recent checklist from the CEQA Guidelines. The checklist will provide reference to the analyses <br />that will be included in the EIR, as well as information to "scope out" those environmental resources <br />that would not be significantly affected by adoption of the Downtown Area Plan and Housing <br />Element. It is assumed that the following impacts can be found to be less than significant: <br /> <br /> - Agriculture <br /> - Biological Resources <br /> - Geology, Soils, and Seismicity <br /> - Hydrology and Water Quality <br /> - Mineral Resources <br /> - Parks and Recreation <br /> - Public Services <br /> - Utilities (excluding Water Supply) <br /> <br />A separate NOP/IS could be prepared for each program (i.e., the Housing Element and Downtown <br />Area Plan), or the notices could be combined. EDAW will take direction from City staffon the <br />preferred approach. <br /> <br />EDAW will incorporate all additions and corrections requested by the City, and shall submit the <br />documents in final form to the City for reproduction and distribution. <br /> <br />A5. Water Supply Analysis Coordination <br /> <br />The City is currently updating the Urban Water Management Plan (UWMP) to incorporate the <br />projections made by the City's Draft Housing Element and the Downtown Plan. EDAW will be <br />available to provide input into this process and advise the City on CEQA and other legal <br />requirements. <br /> <br />SB 221 and 610, effective January 2002, require verification that water supplies are available for the <br />proposed project, through the UWMP. Alternatively, if the UWMP does not anticipate the proposed <br />project, a water supply assessment may be prepared. This assessment would evaluate whether the <br />total projected water supplies for a 20-year period will meet the projected water demand associated <br />with the proposed project, in addition to the public water system's existing and planned uses. <br /> <br />The Downtown Plan EIR, Housing Element EIR, and the Marina Shores EIR processes will serve to <br />refine the approach to meeting the Water Code's analysis requirements. EDAW be available to meet <br />with the City to address these issues and ensure that the Downtown Plan, Housing Element, and the <br />update to the UWMP all address population and development projections consistently. Through this <br />task, EDAW will provide as much information as possible about the planned uses under the Area Plan <br />and the Housing Element. EDAW will be available to attend coordination meetings with the City to <br />refine the City's approach to water supply. <br /> <br />A6. Scoping Meeting <br /> <br />EDAW will attend a scoping meeting on the Downtown Plan and Housing Element. We will be <br />available to lead the environmental scoping process, answer questions about the CEQA review <br />process, and take notes regarding the issues of community concern. EDAW will also be available to <br />advise the City on format of the meeting, to minimize conflicts or confusion in consideration of the <br /> <br />Redwood City Downtown Plan EIN & <br />Housing Element EIR <br />Scope of Work, EDAW Inc. <br /> <br /> <br />
